RUSSIAN NEWSPAPERS CELEBRATE KIM JONG IL′S BIRTHDAY
Pyongyang, February 17 (KCNA) -- Russian newspapers gave special write-ups to the birthday of leader Kim Jong Il.
The 2nd issue of Raboche-Krestiyanskaya Pravda carried an article titled "The Democratic People′s Republic of Korea" together with a portrait of the leader.
The article said that under the wise leadership of Kim Jong Il the DPRK is confidently advancing toward a thriving nation despite all ordeals and challenges.
The course of building socialism in the DPRK proves that even a small country can defend its dignity and develop when it relies on its own strength, it said.
Kim Jong Il is leading to victory the general offensive for the improvement of the people′s living standard while shattering the imperialists′ anti-DPRK moves with his iron will, matchless grit and ever-changing tactics, it noted.
The 2nd issue of Serp I Molot carried a photo of the leader acknowledging the cheering crowd. It also carried an article praising the feats he performed to turn the DPRK into a politico-ideological and military power with his Songun revolutionary leadership

On February 16, Korean people celebrate the Birthday of the General Secretary of the Workers' Party of Korea, Kim Jong Il - Chairman of the National Defence Committtion of the DPRK, Supreme Commander of the Armed Forces of the DPRK.
We congratulate Great Kim Jong Il on his birthday and in his name, the entire Korean people on this auspicious occasion.
The years of leadership in the DPRK by Kim Jong Il have been historically the most difficult because of the sharp aggravation of the crisis of world imperialism and attempts by the hawks in the U.S. and world governments to ignite the fire of nuclear war, where only is provided such an opportunity - anywhere in the world, because the globe is actually declared a U.S. "zone of their vital interests."
The severe economic blockade the DPRK, declared by the United States, throughout the life of a young socialist country, the despicable and heinous false propaganda of the world against the DPRK, the South Korean leaders incitement to exacerbate relations with the DPRK, to prevent reunification of the nation - all this is only a few strokes of the fierce political and diplomatic struggle that is constantly engaged by the DPRK government under the leadership of their glorious leader Kim Jong Il, who, like the fairy tale horse Chollima, skillfully overcoming all the obstacles erected in the path of of the DPRK, swiftly and confidently leading the country to a brighter future of prosperity of a socialist highly developed nation.
More than half a century of socialist construction in the DPRK clearly demonstrated that even a small country can live and thrive completely isolated from the world, relying solely on its own strength. (Russian President Medvedev can not imagine Russia without foreign props, as he stated in Mumbai (India) in December 2010. An example of building socialism in the Soviet economy on its own without the help of the West, Medvedev cannot comprehend. He seems according to passed especially recently, laws and reforms, set to the break up all that is left of socialism, even though at the expense of the remaining, of what we exist on now. The reality of modern Russia personally confirms that the activities of the Russian authorities are aimed at the destruction of Russia, rather than creation – and with the advice and the applause of the United States.)
The permanent increase in the level of public education in the DPRK and as a result - the growth of scientific and technological potential of the country (cadres decide everything!), the introduction into operation of enterprises using the latest modern technologies developed by scientists of the DPRK, a grand building of housing, the rapid development of health, development of various sectors in agriculture with only 20% of land fit for this, mining their own mineral resources, the development of metallurgy, hydropower on small rivers and much, much more evidence of self-sufficiency of resources for accelerated economic development of the DPRK and the full independence and autonomy of politics and economy of the DPRK.
The whole world held its breath, following in December the situation on the Korean peninsula, around which at the end of 2010, the United States have focused hitherto on an unknown quantity of modern naval and air forces, military exercises by provoking the DPRK to retaliatory action in the direction of a nuclear War. The world was on the brink. But the iron will, steel restraint and the highest intelligence of Great Kim Jong Il prevented the development of such a desirable scenario of action for the U.S.. In the military exercises, the United States, "intimidating the DPRK”, together with Japan and South Korea's territorial waters near the DPRK have been involved a great variety of military equipment of all arms and military units conceivable – it is a wonder how so many could even fit on such a small area of water and land.
Today, rejecting any kind of grievance, and looking at the facts of misconduct by the leadership of South Korea, the false and unproven, and refutation by facts of the charges, the DPRK, is persistently offering to resolve all issues through diplomatic channels, inviting all sides in South Korean parties and organizations to participate in joint talks. But the USA and their kept woman South Korea does not want this. South Korea demands DPRK full disarmament under the dictate of the U.S., ignoring the obvious, that the number of U.S. nuclear warheads stockpiled are thousands of times greater than available in the DPRK in service. Disarming the DPRK under present conditions means to leave the country defenseless against clashing teeth mad and crazed from blood of a predator - the United States. Everyone knows the truth: the DPRK's nuclear capability is the only true deterrent for today aggressor and thereby preservation of peace in Northeast Asia.
The New Year joint editorial in 3 major newspapers in the DPRK Korea - the party, military and youth papers- offers tremendous prospects for further development and accelerated growth of the people's welfare. 2010 was a year of beginning the era of great uplift, high enthusiasm and achievement of significant success in all sectors of the economy and national defense.
Question number one in the near future - the accelerated development of light industry and food processing to meet the increased demand of the population.
2011 is planned to be the year of a general offensive , in which will see even more powerful development of all sectors of the economy, improving people's lives and committing a decisive turning point in building a prosperous nation. And of course, the leader and mastermind of the revolutionary movement was and remains the country's leader Kim Jong Il. His motto - " We need faith in the victory to make continuous progress, to make continuous advancement and quickly bring a bright tomorrow, and a prosperous nation."

STATEMENT BY THE SECRETARIAT OF THE CENTRAL COMMITTEE OF THE AUCPB
IN SUPPORT OF THE DOMESTIC AND FOREIGN POLICY OF THE DPRK
The birth of a new historically more progressive social and political order has always been associated with the bitter struggle of the old and nascent new one, with great hardships in constructing this new one, and because of the lack of historical experience of creating the new one, and because of fierce resistance and opposition from the old, outdated, but still strong system.
That is the way it was during the construction of socialism in the USSR, accompanied by a bitter struggle within the country by representatives of the exploiting class and on the external front - the desire of the imperialist states at all costs to destroy the Soviet state (the campaign of the Entente, World War I and World War II, the organization's fifth column within the country, wrecking and sabotage, huge finance thrown by the West into subversive activities inside the Soviet Union, to "buy up" unstable elements in power, etc.).
Today, the most powerful pressure on the two socialist states - the DPRK and the Republic of Cuba, is being applied by the old world, represented primarily by the evil empire - the United States. Having fattened and enriched themselves at the expense of armaments supply during World War II, America, unceremoniously looting now underdeveloped countries and third world countries, organized the recent default of the world economy, and has become an insolent monster, dictating to all states, their methods of "play" and their "rules of life", having declared the whole world the "sphere of its own vital interests."
Particularly irritating to the U.S. is the presence of the DPRK (North Korea) on the world map – a socialist country unconquered by them, the superpower United States, or in the period of American military aggression, 1950-1953 (Korean War), nor later, in spite of an organized by the United States of more than five decades of relentless economic blockade, a monstrous, malicious most powerful anti-DPRK propaganda throughout the world by the bourgeois media with the aim - through lies, distortions of facts and gross fabrications to discredit the people's life in the DPRK and its socialist system, and thereby stave off socialism of the working who are fighting for their social rights in the bourgeois capitalist world.
Then, in the Korean War 1950-1953 (the Great Fatherland Liberation War), the people of the DPRK and unbowed by the U.S., delivered a slap in the face to the U.S., which were unable to break the great spirit of heroism in the Koreans in the defence of the Fatherland. All subsequent years, the Korean people bravely and proudly with dignity continue building their bright future of a prosperous socialist nation, marking each year with new labour victories and accomplishments. The monolithic unity of the Leader, the Party and the People –is a pledge the invincibility of the DPRK. The People's Army is an active builder of socialism and a watchful guard over the impregnable borders of the Fatherland. But the U.S. could not for all the years endure their shame the first time they lost the war, could not the first time in its history, bring to its knees the freedom-loving Korean people, and this shame of a superpower can not forgive itself, trying to now by any means break or destroy this rebellious people. But the North Korea, despite the vile machinations of the U.S. and its satellites, confident in the future, and with songs, builds its own prosperous socialist state, while continuing to fight for the reunification of the Korean nation, severed by the will of the United States.
The New Year's 2011 joint editorial of the party, military and youth newspapers reveals the tremendous enthusiasm of the people who decided not only to build in the lifetime of this generation a prosperous socialist state, but also to live in it. Each year in the country's life - is a powerful leap into the future, a solution to enormous challenges in their complexity, astonishing the world community. Great plans, great things, great heroism of the life and the people!
2010 was the year of the beginning of an era of great uplift, high enthusiasm and achievement of significant success in all sectors of the economy and national defence. It is difficult to enumerate all the achievements of the past year. We note only the individual strokes of the heroic pathos of everyday life in the DPRK. This includes the mighty housing construction in urban and rural areas - hundreds of thousands of new inhabitants, and new methods of medical computer diagnosis in remote areas from the capital, and the commissioning of new power plants, and construction giants, chemical and light industries, and commissioning of plants with the latest production technology, and development of space exploration with the launch into space of a satellite, and the strengthening of defence equipment to the Armed Forces of the country with nuclear weapons, and much, much more.
The 65-year anniversary of the Workers' Party of Korea and the party conference in October, confirmed the immutability of the economic and political policies of the country, inspiring confidence in the mandatory achieving of great goals in the coming years, confirmed the national love of the people toward their great leader Comrade Kim Jong Il.
The year 2011 should become according to the party plan, the year of general offensive, when there is still more powerful development of all sectors of the economy, improving people's lives and the completing of a decisive turning point in building a prosperous nation. 2011 should be a year to build momentum in the progressive march to achieve the great upsurge. The the words of Great Kim Jong Il became the slogan of the victorious march: "We need faith in victory to make continuous progress, to make continuous progress and to quickly bring a bright tomorrow, a prosperous nation."
The great enthusiasm of the Korean people who are building their powerful socialist state, is very similar to the enthusiasm of the Soviet people of the 1930-40-s, building socialism, with their labour feats in the name of the Fatherland.
The labour heroism of the Soviet people made it possible for the Soviet Union to step in 3 Stalin decades, hundreds of years ahead in its development from impoverished and backward tsarist Russia, to become one of the superpowers of the world that built its own nuclear weapons and thus bury the attempts of the imperialists to destroy the Soviet Union after World War II, with the creation of the atomic bomb. By many indicators, we had overtaken America. The greatest heroism of the Soviet people during World War II brought the long-awaited victory, made possible by the Soviet system and the formation of new person – the Soviet person. As an example, the Soviet Union raised across the world a huge wave of national liberation movements, which led to the downfall of many of the imperialist colonial empires, to the formation of the countries of the People's Democracy and galvanized popular revolutions in many third world countries. The great achievements of the Soviet Union was due largely because the country was headed by Joseph Stalin, a wise and brilliant politician, devoted to the cause of the working class, a steel Bolshevik, a great military strategist and practitioner. Unfortunately, the war prevented the preparation of a proper succession to the generations of leaders-Bolsheviks and the coming to power of Trotskyist Nikita Khrushchev wrapped up Socialist construction and reversed it. Gorbachev completed the process of degeneration of the socialist state, abandoning socialism.
Today's powerful forward movement in the DPRK is largely due to the fact that the cause of Korean socialism, which was started by the great leader Comrade Kim Il Sung, has been successfully continued by his faithful follower, well-prepared wise politician, a deep thinker, an outstanding strategist and practitioner of socialist construction, talented leader, Great Kim Jong Il. He is constantly with the people, constantly traveling around the country to inspections, always by his own example, inspires people to labour feats. Thanks to his talent as a politician and strategist, the DPRK is still conducting its own independent policies and staunchly defending its borders from unwanted invaders.
WE, the AUCPB, fully support the internal politics of the DPRK, carried out in the interest of the people in the name of the people, for the benefit of the people, for the benefit of world peace against the instigators of a nuclear war in the face of the United States.
We closely monitor and analyze events related to the DPRK and its struggle against U.S. imperialism for peace in Northeast Asia and thus - to preserve peace on Earth. Today, the DPRK is the standard-bearer of peace throughout the world.
U.S. will not forget the slapping by the DPRK throughout the years and today, by all means is trying to get even with the DPRK for its only military defeat in U.S. history. 2010 was a year of difficult, primarily psychological tests for the people of the DPRK, when a huge American military armada, along with Japan and South Korea blocked the maritime territory of the DPRK, continually threatening a pre-emptive nuclear strike, organized so-called provocative military exercises near the border of the territorial waters of the DPRK at a distance of some 30 km from the land border of the DPRK. This presence of the American military armada in conjunction with the armed forces of South Korea and Japan is nothing but military blackmail and psychological pressure on the DPRK, inciting the DPRK to react. The DPRK withstood the pressure. The whole world breathed a sigh of relief. But hawks in the Pentagon would not let up, and continue to threaten the DPRK. The statement made in January this year in Beijing, by Defense Secretary Robert Gates that “North Korea poses a direct threat to U.S. security “(?!!), indicates the continuation of criminal intentions of the evil empire. The Pentagon confirmed the "possibility of a military response to the provocations of the DPRK, which never were, as we know, from North Korea. The provocations been carried out on direct orders from Washington, by the leadership of South Korea – the U.S. kept woman.
On January 10, North Korean social and political organizations sent personally to leaders of public and political organizations in South Korea a written notice of important proposals in the Joint Declaration of the Government, political parties and public organizations in the DPRK, on the practical measures intended to implement the first (in the statement of representative of the Committee on the Peaceful reunification), with specific dates of contacts between the two sides to normalize relations and contacts between North and South. From this it is easy to see who is muddying the waters in the relationship between the North and South.
The people's desire to live in a united country cannot be stifled by anybody. The key to that is in the constant painstaking and persistent efforts of Kim Jong Il on the reunification of Korea into a unified Confederative state.
The All-Union Communist Party of Bolsheviks fully supports the DPRK's peaceful foreign policy in Northeast Asia and considers the DPRK under present conditions as the standard bearer of the struggle for world peace and as a fighter for the preservation and development of human civilization.
We wish the heroic Korean people success in socialist construction under the leadership of Great Kim Jong Il, high endurance and patience as opposed to the vile provocation by the U.S. and their henchmen.

DPRK - joint New Year editorial
Pyongyang, January 1 (KCNA) -- Rodong Sinmun, Joson Inmingun and Chongnyon Jonwi, leading newspapers of the DPRK, on Saturday carried a joint New Year editorial titled "Bring about a Decisive Turn in the Improvement of the People’s Standard of Living and the Building of a Great, Prosperous and Powerful Country by Accelerating the Development of Light Industry Once Again This Year".

Today we are greeting the year 2011, a year filled with hope, a year of new prosperity, after glorifying the stirring first decade of the 21st century as a decade full of great victories.
The last was a decade when we invariably defended the ideas and cause of President Kim Il Sung, a decade full of creations and miracles when we built a solid springboard for achieving the status of a great, prosperous and powerful country. In the crucible of the complicated 21st century, our country has always stood in the limelight of the world, at the forefront of anti-imperialist independence.
Our service personnel and people, who have written a heroic epic of victory after victory under the energetic leadership of General Kim Jong Il, are full of ambition for a brighter future and confidence in sure victory.
Last year 2010 was a year of great changes, when miraculous events that provided a picture of a prosperous tomorrow took place one after another.
Our Party’s strategy of the building of a great, prosperous and powerful country is the most scientific and realistic. Our onward march of last year for a great upsurge was propelled as General Kim Jong Il had planned and intended, and came to wonderful fruition as he had visualized. Korea does what it is determined to do—this immutable truth was confirmed by the reality.
The promising future and invincibility of our Party and revolution were fully demonstrated through the grand political events of last year noteworthy in the history of our nation.
The Conference of the Workers’ Party of Korea that was convened amidst the mounting political enthusiasm of our people and the great interest of the world proved to be a major milestone in the development of our Party eternally into the party of President Kim Il Sung and in the enhancing of its leadership authority to the maximum. That the fundamental guarantee for carrying forward and accomplishing the cause of the Party, the Juche revolutionary cause, was provided is a great glory for our service personnel and people.
The celebrations held on the highest standard and in a characteristic way greeting the 65th anniversary of the founding of the Party vividly demonstrated in front of the eyes of the world the might of the single-minded unity and invincible military strength that reached a new high. Notwithstanding the complicated situation, our public sentiment remained stable on a high level, and the will of the service personnel and people to stoutly follow the long road of revolution under the leadership of the Party grew stronger. There are no party and people in the world as great as ours, which have an ever-victorious history and a highly promising future.
In the crucible of the onward march of last year for a great upsurge, a road was opened definitely for remarkably improving the people’s standard of living at an earlier date.
The Party’s call for channeling everything into improving the people’s standard of living stirred the whole country and brought about thrilling sounds of victory in all the hard-fought projects for a great upsurge. Under the wise leadership of the Party the projects for modernization were promoted dynamically in the industrial sectors related to the people’s living, such as light industry, chemical industry and metal industry, opening a bright prospect of mass-producing the Juche-based steel, fibre and fertilizer. Hundreds of major projects including the Taegyedo tideland reclamation and Ryesonggang Youth Power Station No. 2 were brought to completion, and spectacular scenes in the Songun era unfolded in various parts of the country. The establishment of foundations for realizing the ideals of a great, prosperous and powerful country we have so long desired is a precious achievement made in the onward march for a great upsurge.
Last year witnessed the spirit of Songun Korea dashing toward the world.
World-shaking, brilliant achievements were made in such fields of latest science and technology as information and nuclear technologies through the high-pitched drive to push back the frontiers of science and technology. Kim Il Sung University, Hamhung University of Chemical Engineering and other institutions of training talents were refurbished splendidly as required by the era of the knowledge-based economy. The mass-based culture and art were developed onto a new high stage, and works of art and literature with perfect ideological and artistic qualities, like the light comedy "An Echo among the Hills," were produced one after another. These are a source of great pride to our country, a socialist cultural giant. Infinitely bright is the future of our country as all the people are giving free rein to their thoughts and feelings in a bid to make their great Party and Kim Il Sung’s Korea admired by the world.
Last year was a historic year, when the outstanding leadership ability of General Kim Jong Il, who is translating his grand plan for achieving prosperity into reality, was demonstrated on the highest level.
Our drive of last year to build a thriving nation was conducted under extremely tense situation and vicious sanctions of the enemy. Our Party’s idea is that of offensive, and its mode of making revolution is also that of offensive. The will of the great General to defend the dignity of the nation to the last in any storm and stress remained steadfast, and his art of leading the whole army and all the people to a dauntless offensive was quite extraordinary and adroit.
Etched in the chronicle of General Kim Jong Il’s leadership for a great upsurge in 2010 are on-site guidance trips of forced march beyond human imagination. During the whole year from its outset, he continuously visited the battlefields for a great upsurge across the country, including the construction site of the Huichon Power Station, rousing Party organizations and officials to action and giving fullest play to the mental strength of service personnel and people. Following the great General, who continued his field guidance trips day and night, braving the biting cold and sultry weather, heavy rain and snowstorm, the harmonious whole of service personnel and people rose up, kindling raging flames of great innovations and leap forward. Two rounds of his visit to China in the limelight of the world were historic, in that they put the traditional relations of friendship between Korea and China onto a new stage and created an environment favorable for our revolution.
Our cause of building a great, prosperous and powerful country will make steady progress toward the historic milestone set up by the respected General—this is the conviction our service personnel and people etched in their hearts in the worthwhile struggle of last year. The forthcoming decades of the 21st century will continue to shine as decades of great victories of sophisticated and experienced Kim Jong Il’s style of politics.
New Year 2011 is a year of general offensive, when a radical turn should be brought about in the building of a thriving nation by kindling more fiercely the flames of great upsurge in improving the people’s standard of living.
General Kim Jong Il said:
"We should bring earlier the bright future of a thriving nation by making continuous innovations and advance, full of confidence in victory."
Our people’s struggle to put up the plate of a powerful nation at the gate of the dignified Kim Il Sung’s Korea has entered an important phase.
Next year we will be greeting the centenary of the birth of President Kim Il Sung. President Kim Il Sung is the founding-father of socialist Korea and the pioneer of the cause of building a Juche-oriented powerful nation. His lifetime instructions are tantamount to the programmes of the Party that must not be contravened to the slightest degree. We should launch an all-out, vigorous offensive for a breakthrough to realize the wish of the President to build a prosperous country, and thus greet the centenary of his birth as the greatest holiday of Kim Il Sung’s nation and a great event of humankind.
Ours are a heroic people who carry out without fail whatever they are determined to do, and an indomitable people who never mark time even for a moment in the struggle to realize their lofty ideals. The world is now witnessing what great miracles are being wrought by our service personnel and people who, full of great ambition, are rushing toward the status of a powerful country, invincible and prospering.
This year’s general offensive is a continuation of the grand onward march for improving the people’s standard of living, and its new, higher stage.
We have already made a big stride in implementing our Party’s ambitious strategy for improving the people’s standard of living. We are now faced with the urgent task to consolidate and develop the already achieved successes in order to raise the people’s standard of living to the level appropriate to a great, prosperous and powerful country. It is a steadfast stand of our Party that the improvement of the people’s standard of living should be regarded as the most important issue, the highest goal of its struggle, and carried through to the end. We should make the whole country reverberate with the echoes of continued innovation and advance, echoes of general offensive, for a bright future, when people will enjoy all kinds of blessings to their hearts′ content.
"Bring about a decisive turn in the improvement of the people’s standard of living and the building of a great, prosperous and powerful country by accelerating the development of light industry once again this year!"—this is the militant slogan we should uphold in speeding up the onward march for a great upsurge in the New Year.
Light industry is the major front in the general offensive of this year.
Now we have built up key industries and a strong force of scientists and technicians that support the revolution in light industry, and we have accumulated valuable experiences of putting light industry on the stage of upturn against all odds. To accelerate the development of light industry is a mature requirement and most pressing task for building the country into an economic giant.
Today the stand on light industry is an important matter directly related with the attitude toward the people and the Party and with the viewpoint of the revolution. We should make sure that this year, a year of light industry, the whole country seethes with efforts to give priority to and concentrate everything on the sector of light industry.
The modern light-industry factories, splendid producers of consumer goods serving as models in the new century, all of which our Party built at great cost, are precious assets for the improvement of the people’s standard of living. The sector of light industry should pay first and foremost attention to making the factories and enterprises associated with the Party’s warm care keep their production running at a high level. It should focus on the production of primary consumer goods and other necessities widely used in life, and expand and augment the overall production of other consumer goods. Respect for people and patriotism find expression in bringing about a radical improvement in the quality of consumer goods. The sector of light industry should turn out commodities that would be favoured by people, immaculate by any standard and competitive on the world market. It is also necessary to increase the kinds of consumer goods to meet people’s diverse demands and tastes.
Continuous efforts should be directed to putting the production of consumer goods on a modern, scientific basis. It is our Party’s plan to press ahead with the upgrading of light industry, not partially but in an all-round way, not on an ordinary standard but on a standard of cutting edge, and with a sight set far ahead into the future. The upgrading of light industry should be carried on effectively by employing the finish-one-by-one method. Officials and workers in this sector should steadily improve the level of their technical skills so that they can adeptly operate CNC-based and other modern equipment and meet the scientific and technological requirements in their production and business activities.
Local industry has a considerable share in the country’s output of consumer goods. Upholding the torch of a revolution in local industry General Kim Jong Il kindled in Changsong, all the people should launch a campaign to bolster up the local-industry factories across the country. It is important to follow the examples of Hoeryong and Kanggye in developing local industry as suited to one’s actual conditions and tapping all the locally available raw and other materials to run local-industry factories at full capacity.
Public and nationwide concern for light industry should be heightened. True to the Party’s policy of attaching great importance to light industry, raw and other materials, fuel and funds necessary for this sector should be provided in good time and in sufficient amounts. A great effort should be channelled into putting the production of raw and other materials on a Juche-oriented, domestic basis. The drive for August 3 consumer goods production, which is demonstrating its vitality in making a revolution in light industry, should be more vigorously conducted, and units, as many as possible, should launch a drive to markedly increase the production of daily necessities. A revolution should be brought about in commodity supply and public catering service to make the people-oriented policies of the Party pay off.
The present grand onward march for the improvement of the people’s standard of living demands that a full-scale offensive be launched in the overall economic front.
Now our Party expects the officials and working class in the vanguard sectors of the national economy, the sectors of basic industry, to become the starting fire, like the heroic working class of the Kim Chaek Iron and Steel Complex, in making the flames of the great upsurge flare up more fiercely in improving the people’s standard of living. Achieve the victory of the great upsurge with the faith, mettle and practical abilities of the Kim Chaek Iron and Steel Complex—this is a call of our Party.
Rapid increase in coal production leads to the mass-production of fertilizers, fibres, electricity and steel. The sector of coal-mining industry should concentrate effort on the coal mines with large deposits and favorable mining conditions and develop new coal fields in order to radically increase the output of coal. The whole country should assist the coal-mining sector with a sense of responsibility so as to inspire the coal-miners’ morale. The sector of electric-power industry should direct efforts to running the generating facilities at full capacity at all times, and improving and perfecting the system of power transmission and supply. The officials and working class in the sector of metal industry, while consolidating the great victory achieved in perfecting the Juche-based steel-making system, should attain without fail the high target of iron and steel production. Railway transport is the pilot of the national economy. A drive for increased transport should be more vigorously conducted to satisfy the growing, overall demand for transport by the national economy, and the whole country should turn out in upgrading railways radically.
A revolution in light industry is just a revolution in chemical industry. The renovated large-scale chemical-industry bases in the Hamhung, Namhung and Sunchon areas should put their production on a normal track, thus turning out more fibres, plastic goods, various kinds of basic chemical goods, fertilizers and agrochemicals indispensable to improving the people’s standard of living.
The agricultural front is the lifeline for solving the problem of people’s living. We should take bringing about an innovation in agricultural production as the key to giving full play to the advantages of our style of socialism and opening the gates of a thriving country. The agricultural sector should thoroughly implement the Party’s policies of seed revolution, double cropping, revolution in potato farming and soybean farming, and actively introduce advanced farming methods and techniques including organic farming. Competition should be vigorously pressed on to drastically boost unit-area grain yield by learning after the model units that are realizing with credit the Party’s far-reaching plan of rural construction. Today, our Party appeals for a revolution in aiding the countryside. Upholding the intention of the Party to solve the food problem without fail, state investment in the agricultural sector should be radically increased. All sectors and all units should give priority to the provision of materials necessary for farming in advance of farming processes.
The Songun era of great upsurge is a thrilling age, when monumental structures for people’s happiness are being set up in a way larger than ever before. The construction of the Huichon Power Station, the coal gasification project in Hungnam, the construction of 100, 000 flats in Pyongyang and other major construction projects should be accelerated to the maximum for their completion at the earliest date possible. It is essential to ensure the quality of structure on the highest level cherishing the lofty feeling of patriotism to take responsibility for the safety of the projects and guarantee their absolute quality for all eternity. Production of building materials should be radically boosted, and the work of building modern bases for building-materials production vigorously pushed ahead.
An important way to accelerate the speed of the onward march for a great upsurge in the whole of economic construction is to continue to intensify the drive of breaking through the cutting edge.
It is our Party’s idea of breaking through the cutting edge that all sectors should surpass in the shortest time the scientific and technical standards the world has reached and stand in the van of the age of knowledge-based economy, on the basis of experience of having secured supremacy in the CNC technology. It is necessary to actively learn after the Huichon Ryonha General Machine Factory which is rushing forward in the van of the drive to push back the frontiers of science and technology. The intense drive of breaking through the cutting edge should be waged not only in the machine-building industry but in all other industrial sectors and not only in central industry but in local industry. The fields of core, basic technologies and cutting-edge science and technology, including information technology, nano technology and bioengineering, should be developed radically, and science and technology brought close to production. Strong national self-respect that we will beat others in the competition of science and technology and self-confidence that we can crush the enemy’s blockade of science and technology by dint of the campaign for pushing back the frontiers of science and technology should overflow in our hearts. Scientists and technicians should vigorously wage a campaign of brains, a technological campaign, to produce research findings of great value that are conducive to the revolution in light industry and the development of the national economy, and everyone should take an active part in the mass technical innovation movement.
The principle of self-reliance should be applied thoroughly. Structures built with our own efforts and wisdom are soundly based, highly profitable and surely prospective. We should be persons strong in the spirit of self-reliance, who make a sturdy dash only in reliance on their own strength, like the Taegyedo tideland reclaimers who carried out the instructions of President Kim Il Sung despite the shortage of everything. We should develop and harness underground resources abundant in our country as much as we can to secure raw materials and funds needed for the improvement of the people’s standard of living and the building of the country into an economic giant.
Improving the economic management becomes more urgent at the moment, when the national economy is put on the trajectory of revitalization. Enterprise management should be undertaken in a scientific and profitable way and in line with the principles of the socialist economic management of our own style, and a strict discipline observed in planning, finance and labour administration in all the units.
Greater efforts should be made to spruce up the overall looks of the country as appropriate to a thriving nation.
Those who transform their sectors and units in a revolutionary way with a broad and innovative vision of looking out over the world while keeping their feet firmly planted on their own land are the genuine builders of a thriving nation. The sector of education should raise the quality of education and improve the teaching conditions and environment in line with the requirements of the IT era, so as to develop ours into a world-class country of intellectual elite. The sector of literature and the arts should ensure that many excellent works of the times which are clear in the ideological principle and political stand and are down to earth, which can serve as textbooks for socialist education, are produced. The medical workers should add further brilliance to the advantages of the socialist free medical service by rendering sincere devotion to the care for the people’s health and developing the medical science. A hot wind of sports should be raised in all parts of the country to make Songun Korea widely known as a football and sports power.
Boundless devotion to the cause of building a great, prosperous and powerful country is displayed in the undertakings to spruce up the country including land development and city management. The landscaping and afforestation should be done on a long-term basis and in a scientific way, and everyone should turn his or her native place and workplace into a socialist fairyland. Nationwide efforts should be channelled into drastically improving the roads. Cities should be designed and built in our own style as suited to the local characteristics and the global trend of development. Pyongyang, the capital of the revolution, should be built into a pollution-free city covered with verdure, into a magnificent world-class city.
A decisive guarantee for this year’s successful general onward march is in raising the Party’s leadership role in every way. This year will be the first worthwhile year since the Conference of the Workers’ Party of Korea.
The spirit of the conference is a spirit of single-hearted unity to invariably defend the centre of unity and leadership despite the passage of time, an indomitable spirit of forced march to brave a multitude of hardships and build a prosperous and powerful nation and a spirit of continuous revolution to accomplish the revolutionary cause under the leadership of the great Party. At present the building and activities of our Party should be conducted with this spirit as a starting point and be consistent with it.
The Party’s leadership system should be established more thoroughly in politics, the military, the economy and all other sectors. The entire Party should be built up into an ideologically pure entity and an organizational whole, which shares life and death with the leader to the last and into the ranks of death-defying vanguards who translate the leader’s intention into brilliant reality.
Our Party wants all its organizations to be powerful and lively organizations that lead the onward march for improving the people’s standard of living in the van. The habit of the Party organization and the administration carrying out revolutionary tasks as a harmonious whole and the principle of conducting all the economic activities in a way of doing political work should be applied thoroughly to Party work. The Party organizations should fully get acquainted with the public sentiment as required by the revolutionary mass line, intensify the work with people accordingly and deal with problems arising in the people’s living in a responsible manner.
It is our Party’s way of work to conduct ideological work more vigorously when the tasks to be tackled are huge and the enemy’s moves become more vicious. The Party organizations at all levels should undertake education in the Juche idea and Songun idea in a consistent and intensive way to make the ideological position of our style of socialism rock-firm. They should train the Party members and other working people to be stalwart revolutionaries in the Songun era who are possessed of the spirit of defending the leader unto death, the spirit of national self-respect, the spirit of self-reliance and the love of and devotion to the future. They should briskly conduct mass-based cultural and artistic activities that are very appealing and refreshing, and continue to conduct the Three-Revolution Red Flag Movement.
We should further strengthen the militant might of the People′s Army as we hold fast to our Party’s line of the Songun revolution.
At present the Juche-oriented cause of army building is making dynamic progress on a new, high stage.
The People’s Army should bring about a fresh radical turn in all military and political work by faithfully supporting the leadership of the great Songun commander Kim Jong Il this year that marks the 20th anniversary of his assumption of the KPA supreme commandership and the 15th anniversary of the launch of the movement of winning the title of O Jung Hup-led Seventh Regiment.
The People’s Army should firmly carry forward the precious tradition of absolutely trusting and following the Party and the leader and defending them unto death under the slogan "Let us defend with our very lives the Party Central Committee headed by the great Comrade Kim Jong Il!" We should establish more soundly the monolithic command system of the Supreme Commander in the whole army, and deepen the Party’s political work incessantly to defend and add brilliance forever to its revolutionary character as the army of the leader and the Party.
Today’s training is a forge that produces tomorrow’s war hero. The entire army should conduct intense combat training in an atmosphere of actual battle as required by the tense situation so as to reliably prepare all the officers and men to be all-round officers and a-match-for-a-hundred combatants who support our Party’s will of Songun by force of arms.
It is necessary to improve the command and management of units by giving priority to the strengthening of company and amply demonstrate the militant spirit and looks of the revolutionary elite army by enforcing strict military discipline. The entire army should achieve unity between officers and men and combination of military work with political work more thoroughly under the slogan that calls on it to become one comrade, and always take the lead in strengthening unity between army and people in every way. The People’s Army should remain highly alert with the Juche-oriented view of war and the fighting spirit with which to annihilate the enemy.
The spirit of the People’s Army resemblant to its great Supreme Commander is the Paektu spirit of offensive, and the mode of its counteraction of justice is the prompt, merciless and annihilatory action. It will not in the least pardon those who impair our absolute dignity and socialist system even a bit and violate our airspace, territory and waters even an inch, but discharge at any cost the historic mission it has assumed on behalf of the country and the nation with matchless arms.
When the People’s Army rushes forward holding banner as befits the main force of the revolution, the whole of society will be vibrant with life and seethe with the spirit of great upsurge. It should build monumental structures of lasting value and be a model that leads civilians with the revolutionary soldier spirit, soldier temperament and soldier culture in the major theatres of the campaign to build a great, prosperous and powerful country.
The defence industry is a source of the mightiness of Songun Korea and a reliable guarantee for the improvement of the people’s standard of living. The sector of defence industry should continue to admirably perform its mission as a pacemaker in the campaign to break through the cutting edge and a locomotive that leads the overall economy.
It is necessary to radically improve the style and way of work in line with the requirements of the new era of the Songun revolution.
"Fight and create as befit the descendants of President Kim Il Sung!"--this is our motto. We should work optimistically with lofty aims, high ideals and great courage as our President did. We should add lustre to each moment of the age of great upsurge with the indomitable disposition to perform without fail even what others say is impossible, the daring spirit of creating world-shaking things and the revolutionary way of work of doing everything perfectly so that it can bring benefits even to the coming generations.
Success in the grand onward march for improving the people’s standard of living depends on officials, the leading personnel. They should not merely support Party policies but be doers who translate them into reality and fighters who carry out the tasks assigned by the Party most excellently, most sincerely, most faithfully and most perfectly and at the risk of their lives. Like the officials of the March 5 Youth Mine, they should set ambitious, long-term goals and plan every type of work methodologically so as to revolutionize the administration of their respective units. Everyone should realize his or her beautiful ideals to the last with boundless attachment to his or her province, county, village and workplace.
The robust contingent of young people is the main force for national defence and socialist construction. Young people should display mass heroism to the full in every theatre of the campaign for the building of a great, prosperous and powerful nation, flying high the flag of Kim Il Sung Socialist Youth League. Young people in the Songun era should burn their hearts with the great ambition and passion to shoulder the heavy burden of the motherland and seize supremacy in the cutting-edge technologies.
The working people’s organizations should concentrate their efforts on ideological education for enlisting the mental strength of their members, and intensify a variety of mass movements including socialist emulation and shock-brigade movement.
Last year our nation’s movement for the country’s reunification made dynamic progress even in the face of the vicious challenges of the separatist forces inside and outside.
The 10th anniversary of the June 15 Joint Declaration and the 30th anniversary of the proposal for founding the Democratic Federal Republic of Koryo were marked significantly in the north, south and abroad, powerfully demonstrating the ardent desire of the nation for reunification. The more time passes by and the more ordeals and hardships crop up, the stronger the fellow countrymen’s will to reunify their country independently is growing.
Last year the south Korean conservative authorities revealed their true colours as the minion of war and anti-reunification, confrontation maniac. In collaboration with the outside forces they incessantly hatched anti-DPRK plots and perpetrated north-targeted war moves, scuttling the inter-Korean dialogues and national reconciliation. Their reckless and wild behavior stirred up surging indignation of the whole nation. It is entirely thanks to our Songun politics of love of the country and the nation and our persevering efforts that war was deterred in the Korean peninsula and a series of humanitarian activities were conducted between north and south even under the touch-and-go situation.
The new decade of the 21st century is the years of hope, years of reunification and prosperity, when the tragedy of national division must be brought to an end.
Today there is no more vital task than national reunification for the Korean people. The stand of attaching importance to the nation, the stand toward independent reunification, is the touchstone by which to distinguish patriotism from treachery.
This year we should launch a more determined campaign to improve inter-Korean relations and reunify the country under the slogan, "Let all Koreans in the north, south and abroad join efforts and bring a new phase of independent reunification!" Confrontation between north and south should be defused as early as possible.
The south Korean authorities should scrap the anti-reunification policy of confrontation with the fellow countrymen, which is subjected to unanimous denunciation and rejection at home and abroad, and take the road of respecting and implementing the June 15 Joint Declaration and the October 4 Declaration. They should immediately discontinue the anti-DPRK smear campaign and the crackdown on the patriotic forces aspiring after reunification, which are hindering national reconciliation and unity and which run counter to reunification.
The danger of war should be removed and peace safeguarded in the Korean peninsula.
If a war breaks out on this land, it will bring nothing but a nuclear holocaust. The entire nation should rise up as one in the sacred, just and patriotic struggle against war and for defending peace in the Korean peninsula. It is imperative to check the north-targeted war exercises and arms buildup of the bellicose forces at home and abroad that seriously threaten national security and peace. Collaboration with outside forces leads to war and national ruin. The entire nation should never tolerate the criminal moves of pro-US war hawks who stake their fate on foreign forces and drive the situation to the brink of war in collusion with them.
Dialogue and cooperation should be promoted proactively.
Active efforts should be made to create an atmosphere of dialogue and cooperation between north and south by placing the common interests of the nation above anything else. Free travel of and exchanges between people from all walks of life should be ensured and cooperation projects encouraged, to contribute to improving inter-Korean relations and to achieving reunification.
The North-South Joint Declaration is a banner of independent reunification which all the fellow countrymen should invariably hold high and a milestone of national prosperity. A rosy future will be in store for our nation when all its members in the north, south and abroad hold fast to the declaration and the ideal of By Our Nation Itself, its basic spirit, as the lifeline of the national reunification movement, and thoroughly implement it.
The developments last year witnessed in the international arena show that the imperialist high-handedness and arbitrariness cannot make sense any longer and nothing can check the current of the times moving along the road of independence. The DPRK is consistent in its stand and will to achieve peace in Northeast Asia and denuclearization of the whole of the Korean peninsula. We will, in the future, too, strive to develop relations of friendship and cooperation with countries that are friendly towards us and achieve global independence under the ideals of independence, peace and friendship.
The cause of our Party that has followed the victorious road generation after generation and century after century is now registering one victory after another with greater vigor and vitality. To review the one-hundred-year history of
Kim Il Sung’s Korea, there has been no era like today when our nation’s dignity is exalted so highly and confidence in the future is so absolute in the hearts of our people.
The gates of final victory are in sight. Our Party’s militant appeal for putting spurs after spurs to the general onward march of the revolution is a banner of great innovation to rise up to the world by jumping at one go over the stages which have been followed by others, a banner of patriotic loyalty to realize without fail in our generation President Kim Il Sung’s desire for building a thriving nation. We will staunchly advance till the day of final victory by uninterruptedly setting spurs to Chollima in the Songun era for a leap forward and general offensive.

Today we are greeting the year 2011, a year filled with hope, a year of new prosperity, after glorifying the stirring first decade of the 21st century as a decade full of great victories.
The last was a decade when we invariably defended the ideas and cause of President Kim Il Sung, a decade full of creations and miracles when we built a solid springboard for achieving the status of a great, prosperous and powerful country. In the crucible of the complicated 21st century, our country has always stood in the limelight of the world, at the forefront of anti-imperialist independence.
Our service personnel and people, who have written a heroic epic of victory after victory under the energetic leadership of General Kim Jong Il, are full of ambition for a brighter future and confidence in sure victory.
Last year 2010 was a year of great changes, when miraculous events that provided a picture of a prosperous tomorrow took place one after another.
Our Party’s strategy of the building of a great, prosperous and powerful country is the most scientific and realistic. Our onward march of last year for a great upsurge was propelled as General Kim Jong Il had planned and intended, and came to wonderful fruition as he had visualized. Korea does what it is determined to do—this immutable truth was confirmed by the reality.
The promising future and invincibility of our Party and revolution were fully demonstrated through the grand political events of last year noteworthy in the history of our nation.
The Conference of the Workers’ Party of Korea that was convened amidst the mounting political enthusiasm of our people and the great interest of the world proved to be a major milestone in the development of our Party eternally into the party of President Kim Il Sung and in the enhancing of its leadership authority to the maximum. That the fundamental guarantee for carrying forward and accomplishing the cause of the Party, the Juche revolutionary cause, was provided is a great glory for our service personnel and people.
The celebrations held on the highest standard and in a characteristic way greeting the 65th anniversary of the founding of the Party vividly demonstrated in front of the eyes of the world the might of the single-minded unity and invincible military strength that reached a new high. Notwithstanding the complicated situation, our public sentiment remained stable on a high level, and the will of the service personnel and people to stoutly follow the long road of revolution under the leadership of the Party grew stronger. There are no party and people in the world as great as ours, which have an ever-victorious history and a highly promising future.
In the crucible of the onward march of last year for a great upsurge, a road was opened definitely for remarkably improving the people’s standard of living at an earlier date.
The Party’s call for channeling everything into improving the people’s standard of living stirred the whole country and brought about thrilling sounds of victory in all the hard-fought projects for a great upsurge. Under the wise leadership of the Party the projects for modernization were promoted dynamically in the industrial sectors related to the people’s living, such as light industry, chemical industry and metal industry, opening a bright prospect of mass-producing the Juche-based steel, fibre and fertilizer. Hundreds of major projects including the Taegyedo tideland reclamation and Ryesonggang Youth Power Station No. 2 were brought to completion, and spectacular scenes in the Songun era unfolded in various parts of the country. Last year witnessed the spirit of Songun Korea dashing toward the world.
World-shaking, brilliant achievements were made in such fields of latest science and technology as information and nuclear technologies through the high-pitched drive to push back the frontiers of science and technology. Kim Il Sung University, Hamhung University of Chemical Engineering and other institutions of training talents were refurbished splendidly as required by the era of the knowledge-based economy. The mass-based culture and art were developed onto a new high stage, and works of art and literature with perfect ideological and artistic qualities, like the light comedy "An Echo among the Hills," were produced one after another. These are a source of great pride to our country, a socialist cultural giant. Infinitely bright is the future of our country as all the people are giving free rein to their thoughts and feelings in a bid to make their great Party and Kim Il Sung’s Korea admired by the world.
Last year was a historic year, when the outstanding leadership ability of General Kim Jong Il, who is translating his grand plan for achieving prosperity into reality, was demonstrated on the highest level.
Our drive of last year to build a thriving nation was conducted under extremely tense situation and vicious sanctions of the enemy. Our Party’s idea is that of offensive, and its mode of making revolution is also that of offensive. The will of the great General to defend the dignity of the nation to the last in any storm and stress remained steadfast, and his art of leading the whole army and all the people to a dauntless offensive was quite extraordinary and adroit.
Etched in the chronicle of General Kim Jong Il’s leadership for a great upsurge in 2010 are on-site guidance trips of forced march beyond human imagination. During the whole year from its outset, he continuously visited the battlefields for a great upsurge across the country, including the construction site of the Huichon Power Station, rousing Party organizations and officials to action and giving fullest play to the mental strength of service personnel and people. Following the great General, who continued his field guidance trips day and night, braving the biting cold and sultry weather, heavy rain and snowstorm, the harmonious whole of service personnel and people rose up, kindling raging flames of great innovations and leap forward. New Year 2011 is a year of general offensive, when a radical turn should be brought about in the building of a thriving nation by kindling more fiercely the flames of great upsurge in improving the people’s standard of living.

The world is now witnessing what great miracles are being wrought by our service personnel and people who, full of great ambition, are rushing toward the status of a powerful country, invincible and prospering.
This year’s general offensive is a continuation of the grand onward march for improving the people’s standard of living, and its new, higher stage.
We have already made a big stride in implementing our Party’s ambitious strategy for improving the people’s standard of living. We are now faced with the urgent task to consolidate and develop the already achieved successes in order to raise the people’s standard of living to the level appropriate to a great, prosperous and powerful country. It is a steadfast stand of our Party that the improvement of the people’s standard of living should be regarded as the most important issue, the highest goal of its struggle, and carried through to the end. Light industry is the major front in the general offensive of this year.
Now we have built up key industries and a strong force of scientists and technicians that support the revolution in light industry, and we have accumulated valuable experiences of putting light industry on the stage of upturn against all odds. To accelerate the development of light industry is a mature requirement and most pressing task for building the country into an economic giant.
Today the stand on light industry is an important matter directly related with the attitude toward the people and the Party and with the viewpoint of the revolution. We should make sure that this year, a year of light industry, the whole country seethes with efforts to give priority to and concentrate everything on the sector of light industry.
The modern light-industry factories, splendid producers of consumer goods serving as models in the new century, all of which our Party built at great cost, are precious assets for the improvement of the people’s standard of living. The sector of light industry should pay first and foremost attention to making the factories and enterprises associated with the Party’s warm care keep their production running at a high level. It should focus on the production of primary consumer goods and other necessities widely used in life, and expand and augment the overall production of other consumer goods. Respect for people and patriotism find expression in bringing about a radical improvement in the quality of consumer goods. The sector of light industry should turn out commodities that would be favoured by people, immaculate by any standard and competitive on the world market. It is also necessary to increase the kinds of consumer goods to meet people’s diverse demands and tastes.
Continuous efforts should be directed to putting the production of consumer goods on a modern, scientific basis. It is our Party’s plan to press ahead with the upgrading of light industry, not partially but in an all-round way, not on an ordinary standard but on a standard of cutting edge, and with a sight set far ahead into the future. The upgrading of light industry should be carried on effectively by employing the finish-one-by-one method. Officials and workers in this sector should steadily improve the level of their technical skills so that they can adeptly operate CNC-based and other modern equipment and meet the scientific and technological requirements in their production and business activities.
Local industry has a considerable share in the country’s output of consumer goods. Upholding the torch of a revolution in local industry General Kim Jong Il kindled in Changsong, all the people should launch a campaign to bolster up the local-industry factories across the country. It is important to follow the examples of Hoeryong and Kanggye in developing local industry as suited to one’s actual conditions and tapping all the locally available raw and other materials to run local-industry factories at full capacity.
Public and nationwide concern for light industry should be heightened. True to the Party’s policy of attaching great importance to light industry, raw and other materials, fuel and funds necessary for this sector should be provided in good time and in sufficient amounts. A great effort should be channelled into putting the production of raw and other materials on a Juche-oriented, domestic basis. The drive for August 3 consumer goods production, which is demonstrating its vitality in making a revolution in light industry, should be more vigorously conducted, and units, as many as possible, should launch a drive to markedly increase the production of daily necessities. A revolution should be brought about in commodity supply and public catering service to make the people-oriented policies of the Party pay off.
The present grand onward march for the improvement of the people’s standard of living demands that a full-scale offensive be launched in the overall economic front.
Now our Party expects the officials and working class in the vanguard sectors of the national economy, the sectors of basic industry, to become the starting fire, like the heroic working class of the Kim Chaek Iron and Steel Complex, in making the flames of the great upsurge flare up more fiercely in improving the people’s standard of living. Achieve the victory of the great upsurge with the faith, mettle and practical abilities of the Kim Chaek Iron and Steel Complex—this is a call of our Party.
Rapid increase in coal production leads to the mass-production of fertilizers, fibres, electricity and steel. The sector of coal-mining industry should concentrate effort on the coal mines with large deposits and favorable mining conditions and develop new coal fields in order to radically increase the output of coal. The whole country should assist the coal-mining sector with a sense of responsibility so as to inspire the coal-miners’ morale. The sector of electric-power industry should direct efforts to running the generating facilities at full capacity at all times, and improving and perfecting the system of power transmission and supply. The officials and working class in the sector of metal industry, while consolidating the great victory achieved in perfecting the Juche-based steel-making system, should attain without fail the high target of iron and steel production. Railway transport is the pilot of the national economy. A drive for increased transport should be more vigorously conducted to satisfy the growing, overall demand for transport by the national economy, and the whole country should turn out in upgrading railways radically.
A revolution in light industry is just a revolution in chemical industry. The renovated large-scale chemical-industry bases in the Hamhung, Namhung and Sunchon areas should put their production on a normal track, thus turning out more fibres, plastic goods, various kinds of basic chemical goods, fertilizers and agrochemicals indispensable to improving the people’s standard of living.
The agricultural front is the lifeline for solving the problem of people’s living. We should take bringing about an innovation in agricultural production as the key to giving full play to the advantages of our style of socialism and opening the gates of a thriving country. The agricultural sector should thoroughly implement the Party’s policies of seed revolution, double cropping, revolution in potato farming and soybean farming, and actively introduce advanced farming methods and techniques including organic farming. Competition should be vigorously pressed on to drastically boost unit-area grain yield by learning after the model units that are realizing with credit the Party’s far-reaching plan of rural construction. Today, our Party appeals for a revolution in aiding the countryside. Upholding the intention of the Party to solve the food problem without fail, state investment in the agricultural sector should be radically increased. All sectors and all units should give priority to the provision of materials necessary for farming in advance of farming processes.
The Songun era of great upsurge is a thrilling age, when monumental structures for people’s happiness are being set up in a way larger than ever before. The construction of the Huichon Power Station, the coal gasification project in Hungnam, the construction of 100, 000 flats in Pyongyang and other major construction projects should be accelerated to the maximum for their completion at the earliest date possible. It is essential to ensure the quality of structure on the highest level cherishing the lofty feeling of patriotism to take responsibility for the safety of the projects and guarantee their absolute quality for all eternity. Production of building materials should be radically boosted, and the work of building modern bases for building-materials production vigorously pushed ahead.
An important way to accelerate the speed of the onward march for a great upsurge in the whole of economic construction is to continue to intensify the drive of breaking through the cutting edge.
It is our Party’s idea of breaking through the cutting edge that all sectors should surpass in the shortest time the scientific and technical standards the world has reached and stand in the van of the age of knowledge-based economy, on the basis of experience of having secured supremacy in the CNC technology. It is necessary to actively learn after the Huichon Ryonha General Machine Factory which is rushing forward in the van of the drive to push back the frontiers of science and technology. The intense drive of breaking through the cutting edge should be waged not only in the machine-building industry but in all other industrial sectors and not only in central industry but in local industry. The fields of core, basic technologies and cutting-edge science and technology, including information technology, nano technology and bioengineering, should be developed radically, and science and technology brought close to production. Strong national self-respect that we will beat others in the competition of science and technology and self-confidence that we can crush the enemy’s blockade of science and technology by dint of the campaign for pushing back the frontiers of science and technology should overflow in our hearts. Scientists and technicians should vigorously wage a campaign of brains, a technological campaign, to produce research findings of great value that are conducive to the revolution in light industry and the development of the national economy, and everyone should take an active part in the mass technical innovation movement.
The principle of self-reliance should be applied thoroughly. Structures built with our own efforts and wisdom are soundly based, highly profitable and surely prospective. We should be persons strong in the spirit of self-reliance, who make a sturdy dash only in reliance on their own strength, like the Taegyedo tideland reclaimers who carried out the instructions of President Kim Il Sung despite the shortage of everything. We should develop and harness underground resources abundant in our country as much as we can to secure raw materials and funds needed for the improvement of the people’s standard of living and the building of the country into an economic giant.
Improving the economic management becomes more urgent at the moment, when the national economy is put on the trajectory of revitalization. Enterprise management should be undertaken in a scientific and profitable way and in line with the principles of the socialist economic management of our own style, and a strict discipline observed in planning, finance and labour administration in all the units.
Greater efforts should be made to spruce up the overall looks of the country as appropriate to a thriving nation.
Those who transform their sectors and units in a revolutionary way with a broad and innovative vision of looking out over the world while keeping their feet firmly planted on their own land are the genuine builders of a thriving nation. The sector of education should raise the quality of education and improve the teaching conditions and environment in line with the requirements of the IT era, so as to develop ours into a world-class country of intellectual elite. The sector of literature and the arts should ensure that many excellent works of the times which are clear in the ideological principle and political stand and are down to earth, which can serve as textbooks for socialist education, are produced. The medical workers should add further brilliance to the advantages of the socialist free medical service by rendering sincere devotion to the care for the people’s health and developing the medical science. A hot wind of sports should be raised in all parts of the country to make Songun Korea widely known as a football and sports power.
Boundless devotion to the cause of building a great, prosperous and powerful country is displayed in the undertakings to spruce up the country including land development and city management. The landscaping and afforestation should be done on a long-term basis and in a scientific way, and everyone should turn his or her native place and workplace into a socialist fairyland. Nationwide efforts should be channelled into drastically improving the roads. Cities should be designed and built in our own style as suited to the local characteristics and the global trend of development. Pyongyang, the capital of the revolution, should be built into a pollution-free city covered with verdure, into a magnificent world-class city.
A decisive guarantee for this year’s successful general onward march is in raising the Party’s leadership role in every way. This year will be the first worthwhile year since the Conference of the Workers’ Party of Korea.
The spirit of the conference is a spirit of single-hearted unity to invariably defend the centre of unity and leadership despite the passage of time, an indomitable spirit of forced march to brave a multitude of hardships and build a prosperous and powerful nation and a spirit of continuous revolution to accomplish the revolutionary cause under the leadership of the great Party. At present the building and activities of our Party should be conducted with this spirit as a starting point and be consistent with it.
The Party’s leadership system should be established more thoroughly in politics, the military, the economy and all other sectors. The entire Party should be built up into an ideologically pure entity and an organizational whole, which shares life and death with the leader to the last and into the ranks of death-defying vanguards who translate the leader’s intention into brilliant reality.
Our Party wants all its organizations to be powerful and lively organizations that lead the onward march for improving the people’s standard of living in the van. The habit of the Party organization and the administration carrying out revolutionary tasks as a harmonious whole and the principle of conducting all the economic activities in a way of doing political work should be applied thoroughly to Party work. The Party organizations should fully get acquainted with the public sentiment as required by the revolutionary mass line, intensify the work with people accordingly and deal with problems arising in the people’s living in a responsible manner.
It is our Party’s way of work to conduct ideological work more vigorously when the tasks to be tackled are huge and the enemy’s moves become more vicious. The Party organizations at all levels should undertake education in the Juche idea and Songun idea in a consistent and intensive way to make the ideological position of our style of socialism rock-firm. They should train the Party members and other working people to be stalwart revolutionaries in the Songun era who are possessed of the spirit of defending the leader unto death, the spirit of national self-respect, the spirit of self-reliance and the love of and devotion to the future. They should briskly conduct mass-based cultural and artistic activities that are very appealing and refreshing, and continue to conduct the Three-Revolution Red Flag Movement.
We should further strengthen the militant might of the People′s Army as we hold fast to our Party’s line of the Songun revolution.
At present the Juche-oriented cause of army building is making dynamic progress on a new, high stage.
The People’s Army should bring about a fresh radical turn in all military and political work by faithfully supporting the leadership of the great Songun commander Kim Jong Il this year that marks the 20th anniversary of his assumption of the KPA supreme commandership and the 15th anniversary of the launch of the movement of winning the title of O Jung Hup-led Seventh Regiment.
The People’s Army should firmly carry forward the precious tradition of absolutely trusting and following the Party and the leader and defending them unto death under the slogan "Let us defend with our very lives the Party Central Committee headed by the great Comrade Kim Jong Il!" We should establish more soundly the monolithic command system of the Supreme Commander in the whole army, and deepen the Party’s political work incessantly to defend and add brilliance forever to its revolutionary character as the army of the leader and the Party.
Today’s training is a forge that produces tomorrow’s war hero. The entire army should conduct intense combat training in an atmosphere of actual battle as required by the tense situation so as to reliably prepare all the officers and men to be all-round officers and a-match-for-a-hundred combatants who support our Party’s will of Songun by force of arms.
It is necessary to improve the command and management of units by giving priority to the strengthening of company and amply demonstrate the militant spirit and looks of the revolutionary elite army by enforcing strict military discipline. The entire army should achieve unity between officers and men and combination of military work with political work more thoroughly under the slogan that calls on it to become one comrade, and always take the lead in strengthening unity between army and people in every way. The People’s Army should remain highly alert with the Juche-oriented view of war and the fighting spirit with which to annihilate the enemy.
The spirit of the People’s Army resemblant to its great Supreme Commander is the Paektu spirit of offensive, and the mode of its counteraction of justice is the prompt, merciless and annihilatory action. It will not in the least pardon those who impair our absolute dignity and socialist system even a bit and violate our airspace, territory and waters even an inch, but discharge at any cost the historic mission it has assumed on behalf of the country and the nation with matchless arms.
When the People’s Army rushes forward holding banner as befits the main force of the revolution, the whole of society will be vibrant with life and seethe with the spirit of great upsurge. It should build monumental structures of lasting value and be a model that leads civilians with the revolutionary soldier spirit, soldier temperament and soldier culture in the major theatres of the campaign to build a great, prosperous and powerful country.
The defence industry is a source of the mightiness of Songun Korea and a reliable guarantee for the improvement of the people’s standard of living. The sector of defence industry should continue to admirably perform its mission as a pacemaker in the campaign to break through the cutting edge and a locomotive that leads the overall economy.
It is necessary to radically improve the style and way of work in line with the requirements of the new era of the Songun revolution.
"Fight and create as befit the descendants of President Kim Il Sung!"--this is our motto. We should work optimistically with lofty aims, high ideals and great courage as our President did. Success in the grand onward march for improving the people’s standard of living depends on officials, the leading personnel. They should not merely support Party policies but be doers who translate them into reality and fighters who carry out the tasks assigned by the Party most excellently, most sincerely, most faithfully and most perfectly and at the risk of their lives. Like the officials of the March 5 Youth Mine, they should set ambitious, long-term goals and plan every type of work methodologically so as to revolutionize the administration of their respective units. Everyone should realize his or her beautiful ideals to the last with boundless attachment to his or her province, county, village and workplace.
The robust contingent of young people is the main force for national defence and socialist construction. Young people should display mass heroism to the full in every theatre of the campaign for the building of a great, prosperous and powerful nation, flying high the flag of Kim Il Sung Socialist Youth League. Young people in the Songun era should burn their hearts with the great ambition and passion to shoulder the heavy burden of the motherland and seize supremacy in the cutting-edge technologies.
The working people’s organizations should concentrate their efforts on ideological education for enlisting the mental strength of their members, and intensify a variety of mass movements including socialist emulation and shock-brigade movement.
Last year our nation’s movement for the country’s reunification made dynamic progress even in the face of the vicious challenges of the separatist forces inside and outside.
The 10th anniversary of the June 15 Joint Declaration and the 30th anniversary of the proposal for founding the Democratic Federal Republic of Koryo were marked significantly in the north, south and abroad, powerfully demonstrating the ardent desire of the nation for reunification. The more time passes by and the more ordeals and hardships crop up, the stronger the fellow countrymen’s will to reunify their country independently is growing.
Last year the south Korean conservative authorities revealed their true colours as the minion of war and anti-reunification, confrontation maniac. In collaboration with the outside forces they incessantly hatched anti-DPRK plots and perpetrated north-targeted war moves, scuttling the inter-Korean dialogues and national reconciliation. Their reckless and wild behavior stirred up surging indignation of the whole nation. It is entirely thanks to our Songun politics of love of the country and the nation and our persevering efforts that war was deterred in the Korean peninsula and a series of humanitarian activities were conducted between north and south even under the touch-and-go situation.
The new decade of the 21st century is the years of hope, years of reunification and prosperity, when the tragedy of national division must be brought to an end.
Today there is no more vital task than national reunification for the Korean people. The stand of attaching importance to the nation, the stand toward independent reunification, is the touchstone by which to distinguish patriotism from treachery.
This year we should launch a more determined campaign to improve inter-Korean relations and reunify the country under the slogan, "Let all Koreans in the north, south and abroad join efforts and bring a new phase of independent reunification!" Confrontation between north and south should be defused as early as possible.
The south Korean authorities should scrap the anti-reunification policy of confrontation with the fellow countrymen, which is subjected to unanimous denunciation and rejection at home and abroad, and take the road of respecting and implementing the June 15 Joint Declaration and the October 4 Declaration. They should immediately discontinue the anti-DPRK smear campaign and the crackdown on the patriotic forces aspiring after reunification, which are hindering national reconciliation and unity and which run counter to reunification.
The danger of war should be removed and peace safeguarded in the Korean peninsula.
If a war breaks out on this land, it will bring nothing but a nuclear holocaust. The entire nation should rise up as one in the sacred, just and patriotic struggle against war and for defending peace in the Korean peninsula. It is imperative to check the north-targeted war exercises and arms buildup of the bellicose forces at home and abroad that seriously threaten national security and peace. Collaboration with outside forces leads to war and national ruin. The entire nation should never tolerate the criminal moves of pro-US war hawks who stake their fate on foreign forces and drive the situation to the brink of war in collusion with them.

The North-South Joint Declaration is a banner of independent reunification which all the fellow countrymen should invariably hold high and a milestone of national prosperity. A rosy future will be in store for our nation when all its members in the north, south and abroad hold fast to the declaration and the ideal of By Our Nation Itself, its basic spirit, as the lifeline of the national reunification movement, and thoroughly implement it.
The developments last year witnessed in the international arena show that the imperialist high-handedness and arbitrariness cannot make sense any longer and nothing can check the current of the times moving along the road of independence. The DPRK is consistent in its stand and will to achieve peace in Northeast Asia and denuclearization of the whole of the Korean peninsula. We will, in the future, too, strive to develop relations of friendship and cooperation with countries that are friendly towards us and achieve global independence under the ideals of independence, peace and friendship.
The cause of our Party that has followed the victorious road generation after generation and century after century is now registering one victory after another with greater vigor and vitality. To review the one-hundred-year history of
Kim Il Sung’s Korea, there has been no era like today when our nation’s dignity is exalted so highly and confidence in the future is so absolute in the hearts of our people.
The gates of final victory are in sight. Our Party’s militant appeal for putting spurs after spurs to the general onward march of the revolution is a banner of great innovation to rise up to the world by jumping at one go over the stages which have been followed by others, a banner of patriotic loyalty to realize without fail in our generation President Kim Il Sung’s desire for building a thriving nation. We will staunchly advance till the day of final victory by uninterruptedly setting spurs to Chollima in the Songun era for a leap forward and general offensive.

In December, the DPRK marks two significant dates:
December 24, 1991 Leader Kim Jong-il was appointed Supreme Commander of the Korean People's Army.
December 24, 1917, Kim Jong Suk was born - the heroine of the anti-Japanese struggle, the wife of the Great Leader Comrade Kim Il Sung and the mother of the great leader comrade Kim Jong Il.
During the period of leading the Armed Forces of the DPRK, by Kim Jong Il, all the armed forces have been re-equipped with modern weapons and the level of combat readiness of all units responsible for national defense significantly increased. The Korean national space satellite Kwangmyongson was launched, and the modern means of defending the borders of the DPRK, developed. The DPRK thanks to its domestic scientific development has become a nuclear power. And no matter how enraged United States and its sattelites are, which are powerful imperialist nuclear powers, about the notorious U.S. nuclear threat from North Korea, these cries testify only to cynicism and malice by the USA.
Everyone knows that the U.S. has the world's largest arsenal of nuclear weapons and modern means of its delivery anywhere in the world at its military bases, located on all continents, and drawing all other states into a deadly ring, "which potentially threaten the United States." The U.S. threatens pre-emptive nuclear strike, not only to the DPRK but also Iran. Therefore, with its deliberate policy of intimidation of everyone, the United States will inevitably cause a desire in all of the other non-nuclear powers as a vital need to obtain, their own nuclear weapons as the only way to protect the current conditions from attack by the U.S. or their "friends" in the block of nuclear imperialist predators.
President Barack Obama, while in mid-October in Seoul at the summit of the "twenty", threatened the DPRK – that if it does not abandon its defense policy - organization against it will make it even more isolated. That is the now embittered, angry and anti-humane policy of the imperialist beast, which has been for more than 50 years, powerless to destroy Socialist Korea.
In unison with the U.S., the docile puppet UN without proof accuses the DPRK of exporting nuclear technology to Iran, Syria and Myanmar (Burma). The report by "experts" from the UN on this subject was prepared six months ago, but then China came out against its publication. The U.S. till this day is still raging against the DPRK, demanding that it "cease hostilities against the United States"?! But besides false charges, the U.S. has not been able to think of anything during all this time concerning any explanation about the nature of this "hostile activity by the DPRK”.
Small countries that live in conditions of a U.S.nuclear cudgel raised over them, may disarm only AFTER COMPLETE DISARMAMENT of the U.S. and its European allies, along with Japan and Israel. It is widely known that the U.S. is constantly increasing at its own expense the military arsenal of Israel with all the latest means of attack, preparing for an armed aggression against, primarily Iran, inventing various unsubstantiated "rumors" about the direction of Iran's nuclear development.
The criminal U.S. foreign policy is calls powerful protest by the peoples against the entire “G20”. During the summit in Seoul (11-12 November), anti-globalists in mass demonstrations chanted: "Stop the Big Twenty! "- thus declaring the inability of the "twenty" to effectively manage the global economy. Powerful demonstrations against the G-20 in those days were held in London and other European capitals.
Imperialism is moving to its economic and political collapse, is preparing punitive and military structures to deal with the people. The protest movement is growing around the world every day. The world is moving towards a social explosion. Communists must be ready for that tipping point of history. Now widespread support for the socialist countries - the DPRK and the Republic of Cuba - as never before is the most vital task of the Communists throughout the world.

South Korean fascist puppets threaten the DPRK with air strikes
The new appointed boss of the south Korean puppet military has said that he will order "Air strikes"on the DPRK if there is another incident.This is both a high handed and dangerous threat and also the mentality of a thief calling thief as it the south Korean puppets who provoked the Yongpyong island incident on the 23rd of November and admit they fired first.They are trying to intimidate the DPRK and stifle its socialist system by force by arms.

The south Korean puppet group, far from drawing a lesson from the deserved punishment it faced for its reckless firing of shells into the territorial waters of the DPRK side around Yonphyong Island, is getting more frantic in military provocations and war moves under this pretext.
The puppet group staged the largest-ever madcap combined exercises together with the U.S. in waters of the West Sea of Korea with its nuclear carrier flotilla involved right after the shelling incident on Yonphyong Island. It plans to stage large-scale combined naval maneuvers with huge armed forces of the U.S. Seventh Fleet including its nuclear submarines involved in the near future.
It noisily announced that firing exercises would be staged at 29 places in the East, West and South seas of south Korea simultaneously from Monday.
Taechong Island, one of the five islands in the West Sea very close to the territory of the DPRK, is included in them.
The puppet forces are loudly advertising that they would fire shells into the territorial waters of the DPRK side from Yonphyong Island, i.e. in the same direction they did when committing the recent provocation. This indicates how frantic they have become in their provocative acts.
They are getting very busy massively introducing latest weapons including MLRS and missiles into Yonphyong Island to reinforce the fire power and installations and stage a take-shelter drill.
The puppet military war-like forces were reported to have already worked out the so-called "retaliatory plan" which calls for sparking off an armed clash after getting on the nerves of the DPRK militarily and taking a large-scale counter-action under this pretext and designated Yonphyong Island as an ignition point to put it into practice.
This indicates that the Lee Myung Bak group is set to orchestrate the second Yonphyong Island incident at any cost and ignite a war come what may under this pretext.
The puppet group is so hell-bent on the moves to escalate the confrontation and start a war that it is recklessly behaving, bereft of reason.
The war-like forces including the new puppet defence minister vociferated about the "principal enemy" and the like while daring take issue with even the leadership of the DPRK. They blustered that they would make a "precision strike" at artillery positions of the DPRK and "reduce them to ashes" by modifying the "rules for battles" and setting in motion all the war means including aircraft. They went the lengths of letting loose outbursts that they would use the defence positions on the five islands in the West Sea as springboards for attack from which to strike the strategic targets deep inside the territory of the DPRK including Pyongyang.
The frantic provocations on the part of the puppet group are rapidly driving the situation on the Korean Peninsula to an uncontrollable extreme phase.
No one can predict to what extent the situation will deteriorate in the future.

Korea ‘crisis’ made in Washington
Huge U.S.-south Korean military manoeuvres were the real provocation
When a “crisis” regarding Korea suddenly appears in the U.S. corporate media, their take is always that the Democratic People’s Republic of Korea (socialist north Korea) has done something totally irrational to cause it.
They totally disregard the facts of what happened and, of equal importance, what led up to it.
Yes, the DPRK shelled the island of Yeonpyeong on Nov. 23. According to south Korean officials, two of their soldiers were killed. But the shelling occurred at 2:34 p.m. Korean time. What had happened earlier?
Some 70,000 south Korean military personnel had been mobilized for war “exercises” right off the sea borderline between the north and the south — which is disputed territory. The south Koreans admit to having fired shells into waters that the DPRK considers its territory at 1:00 p.m. — more than an hour before the north’s response.
If south Korea, and its huge sponsor, the U.S., had wanted to avoid confrontation with the DPRK, would they have fired shells into a disputed area? Especially since the DPRK had already declared that the military maneuvers were “simulating an invasion of the north”?
The provocation comes from the U.S. and the right-wing south Korean regime, not the DPRK.
This 70,000-troop military “exercise” by the south Korean regime is scheduled to continue until Nov. 30. Although the U.S. officially denies being part of it, CNN.com on Nov. 23 reported that “Some U.S. forces had been helping the South Koreans in a military training exercise, but were not in the shelled area.” Right. They were part of the provocation but stayed out of range.
In fact, the south Korean military is deeply integrated with the U.S. Pentagon. In July, the two countries held joint “exercises” in the same waters, off the west coast of the Korean Peninsula. The maneuvers involved 200 aircraft and 20 ships, including the nuclear-powered aircraft carrier the USS George Washington.
The imperialist media today are saying that the DPRK’s “belligerence” is trying the patience of China. China has been an ally of the DPRK since 1950, when U.S. forces invaded north Korea, bombed all its cities, and threatened the new revolutionary government of China with nuclear war.
But while China is seeking a peaceful solution to the present crisis, there can be no doubt that it sees U.S. belligerence toward the DPRK as a threat to its own peaceful development.
Li Jie, a researcher with the Chinese navy’s military academy, wrote on July 12 in China Daily about the U.S.-south Korean “exercises” scheduled for later that month:
“A joint drill with the ROK [south Korea] in the key waters off its Asian military bases will help the U.S. realize multiple strategic goals in the Asia-Pacific region,” said Li.
“First, the drill will help the U.S. maintain high-pressure against what it calls a restive DPRK regime. It is also believed to be an explicit indication of the U.S. stance that the world’s sole superpower would stand firmly behind the ROK and Japan in case of a military conflict between Pyongyang and Washington’s two traditional Asian allies.
“In addition, a well-deliberated military exercise in the Yellow Sea will also help the U.S. collect geographic and military information about some Asian countries [especially China-d.g.] bordering the vast waters.
“General Ma Xiaotian, deputy chief of general staff of the People’s Liberation Army, has expressed ‘firm opposition’ to the scheduled U.S.-ROK military maneuver.”
But the maneuvers took place anyway.
There is nothing “irrational” in either the response of the DPRK or the worries of the Chinese military. U.S. imperialism waged a horrendous war against the Korean Revolution from 1950 to 1953, one that resulted in millions of deaths. It has occupied south Korea ever since, with a force that still numbers almost 30,000. It has refused to even discuss a peace treaty to formally end that war.
Should it be surprising, then, that the DPRK knows it has to be ready at any time to repel another invasion?
Is it surprising that the leaders in China are alarmed when U.S. imperialism, while making money off investments and trade there, nevertheless tries to encircle it militarily?
Instead of putting out anti-DPRK propaganda in the guise of psycho-analyzing its leaders, why don’t the media ask why the U.S. leaders do what they do? Why have they maintained a hostile policy against the DPRK for more than 60 years, ever since its anti-colonial and anti-capitalist revolution? Why won’t they sign a peace treaty with the DPRK so that the Korean people can work for real disarmament and reunification?
But that would be to acknowledge that the U.S. is ruled by a class of billionaires that has fattened itself on war and exploitation all over the world and has a long history of creating excuses for the bloody expansion of its imperial reach. The media has been part of this inglorious history, ever since the Hearst papers invented an excuse for invading Cuba in 1898.
Let’s not fall for another “Bay of Tonkin” or “weapons of mass destruction” lie. The enemy of the working class is right here, in the board rooms and banks of U.S. capitalism, that are destroying everything the people have won over generations of struggle and hard work.
No aggression against socialist Korea! Lift the sanctions and bring U.S. troops home!

territory of the DPRK.The south Korean puppets now admit sheepishly they were the
ones who fired first.We congratulate the Korean People's Army for taking such prompt
action to defend the socialist homeland.It it the Korean Peoples Army that is defending

The UK Korean Friendship Association today issued the following
statement.We note with great concern as friends of Korea the serious
situation that has arisen as a result of the south Korean puppet
provocation yesterday 23rd of November.
The grave situaton is entirely due to the US imperialists and the south
Korean puppets.The news agency Reuters has quoted south Korea as saying
that it did indeed "test fire" before the Korean Peoples Army of the DPRK
launched a retaliatory artillery barrage,this is an admission of
provocation.Any firing in a disputed area at a time of high tension will
invietably be treated as hostile and due countermeasures taken.
The DPRK does not recognise the so called northern limit arbitarily
imposed by the US and south Korean side without agreement from the
DPRK.The island of Yongphyong is actually inside DPRK territory but south
Korea and the US have bases illegally on the island.This is a military
base area so it is unlikely that there are civilians there.The "Hoguk"
exercise was and is an illegal infringement of the DPRK's sovereignity
which the DPRK demanded to be cancelled and our UK KFA also called so be
cancelled.The "Hoguk" exercise was the latest in a series of US and south
Korean military exercises held in Korea.The KPA had repeatedly warned on
many occasions that any provocation
would be met with a powerful counter strike but the south Korean puppets
foolishly chose to ignore such warnings.
The behaviour of the south Korean puppets is like a small child who has
been punished hard for misbehaving but instead of accepting admonishment
has run home crying to its parents. We support the just and correct action
of the DPRK in defence of its independence, sovereignity and socialist
system.We also support the statement issued by the KPA Supreme Command. We
condemn the media in the UK and US and elsewhere for fanning war hysteria
by exaggerating the incident grossly and false reporting.
We call upon the US to halt the deployment of the "USS George Washington"

KPA Supreme Command Issues Communique
Pyongyang, November 23 (KCNA) -- The Supreme Command of the Korean
People's Army Tuesday released the following communique:
The south Korean puppet group perpetrated such reckless military
provocation as firing dozens of shells inside the territorial waters of
the DPRK side around Yonphyong Islet in the West Sea of Korea from 13:00
on Nov. 23 despite the repeated warnings of the DPRK while staging the war
maneuvers for a war of aggression on it codenamed Hoguk, escalating the
tension on the Korean Peninsula.
The above-said military provocation is part of its sinister attempt to
defend the brigandish "northern limit line," while frequently infiltrating
its naval warships into the territorial waters of the DPRK side under the
pretext of "intercepting fishing boats."
The revolutionary armed forces of the DPRK standing guard over the
inviolable territorial waters of the country took such decisive military
step as reacting to the military provocation of the puppet group with a
prompt powerful physical strike.
It is a traditional mode of counter-action of the army of the DPRK to
counter the firing of the provocateurs with merciless strikes.
Should the south Korean puppet group dare intrude into the territorial
waters of the DPRK even 0.001 mm, the revolutionary armed forces of the
DPRK will unhesitatingly continue taking merciless military
counter-actions against it.
It should bear in mind the solemn warning of the revolutionary armed
forces of the DPRK that they do not make an empty talk.
There is in the West Sea of Korea only the maritime military demarcation
line set by the DPRK
Statement Released by Spokesman of DPRK Foreign Ministry
Pyongyang, November 24 (KCNA) -- A spokesman for the DPRK Foreign Ministry
Wednesday issued the following statement:
As already reported by the Supreme Command of the KPA, the revolutionary
armed forces of the DPRK on Nov. 23 took a decisive self-defensive measure
to cope with the enemy's reckless military provocation of firing shells
inside the territorial waters of the DPRK side around Yonphyong Islet in
the West Sea of Korea.
The army of the DPRK warned several times that if even a single shell of
the enemy is fired inside the territorial waters of the DPRK, it will take
a prompt retaliatory strike in connection with the live shell firing drill
they planned to stage from Yonphyong Islet while conducting the ill-famed
war maneuvers for a war of aggression against the DPRK codenamed Hoguk.
At 8:00 a.m. on Nov. 23, the very day the incident occurred, the head of
the delegation of the DPRK side to the inter-Korean military talks sent a
telephone message to the head of the delegation of the enemy side once
again strongly urging it to cancel the plan for staging the above-said
firing drill in the waters around the islet, the sensitive waters.
This notwithstanding, the enemy committed such an extremely reckless
military provocation as firing dozens of shells from the islet inside the
territorial waters of the DPRK side from around 13:00.
The enemy fired shells from the islet which is so close to the territory
of the DPRK that it is within each other's eyeshot despite the fact that
there are so many mountains and rivers, sea waters and islets in south
Korea. This powder-reeking saber-rattling cannot be construed otherwise
than a politically motivated provocation.
The enemy is claiming that they fired shells southward from the islet in a
bid not to get on the nerves of the DPRK but Yonphyong Islet is located
deep inside the territorial waters of the DPRK away from the maritime
military demarcation line. If live shells are fired from the islet, they
are bound to drop inside the territorial waters of the DPRK side no matter
in which direction they are fired because of such geographical features.
The ulterior aim sought by the enemy is to create the impression that the
DPRK side recognized the waters off the islet as their "territorial
waters", in case that there was no physical counter-action on the part of
the former.
Herein lies the crafty and vicious nature of the enemy's provocation.
The army of the DPRK took such a self-defensive measure as making a prompt
powerful strike at the artillery positions from which the enemy fired the
shells as it does not make an empty talk.
This incident is one more dangerous development which took place because
of the illegal "northern limit line" unilaterally fixed by Clark, UN
forces commander, as he pleased on Aug. 30, 1953 after the conclusion of
the Korean Armistice Agreement.
The U.S., its followers and some bosses of international bodies should
drop such bad habit as thoughtlessly accusing somebody before learning
about the truth about the incident.
If they shield south Korea, the criminal, without principle, just for
being their ally, this is little short of feeding oil to the fire.
The DPRK that sets store by the peace and stability of the Korean
Peninsula is now exercising superhuman self-control but the artillery
pieces of the army of the DPRK, the defender of justice, remain ready to
fire.
Panmunjom Mission of KPA Sends Notice to U.S. Forces Side
Pyongyang, November 25 (KCNA) -- As already reported, the south Korean
puppet war-like forces Tuesday committed another grave military
provocation such as firing shells into the territorial waters of the DPRK
side in the West Sea of Korea.
The revolutionary armed forces of the DPRK took a prompt and resolute
physical counter-action against the provocateurs who dared fire even
shells into the territorial waters of the DPRK side while staging the
maneuvers for a war of aggression against it codenamed Hoguk.
This once again confirmed the unshakable stand of the army of the DPRK not
to allow even in the least anyone to encroach upon its inviolable
territorial waters.
There came from the U.S. forces side a notice blaming the DPRK under the
absurd charge that the recent shelling took place in the area under its
military control and it was a "violation of the Armistice Agreement."
The Panmunjom Mission of the Korean People's Army today sent the following
notice to the U.S. forces side in connection with its attempt to
misrepresent the incident, while thoughtlessly shielding the south Korean
puppet forces who dared make a preempt shelling at the DPRK:
The south Korean puppet warmongers' firing of shells into the territorial
waters of the DPRK side in the West Sea of Korea on Nov. 23 was a
premeditated and deliberate military provocation from A to Z and a war
action in fact.
On Nov. 22, the south Korean puppet forces made no scruple of announcing
that they would fire shells into the territorial waters of the DPRK side
with artillery pieces they deployed on Yonphyong Island while staging
Hoguk exercises for a war of aggression against the DPRK, straining the
situation on the Korean Peninsula.
In this connection the DPRK side sent a telephone notice to the south
Korean puppet military at 8 a.m. on Nov. 23, strongly urging it to
immediately cancel the plan for firing shells into the territorial waters
of the DPRK side. In the notice the DPRK side seriously warned that if it
paid no heed to this demand, it would face a resolute physical
counter-strike and would be held fully responsible for all the ensuing
consequences.
The south Korean puppet forces, obsessed by hysteria for invasion of the
DPRK, committed such reckless military provocation as preempting the
firing of shells into the territorial waters of the DPRK side in the West
Sea of Korea by mobilizing artillery pieces deployed on Yonphyong Island,
defying the repeated efforts made by the DPRK to prevent military
conflicts and preserve peace and stability in the said waters.
The island, therefore, played the role of an outpost from which a military
provocation was perpetrated against the DPRK and it deserved punishment
meted out by the army of the DPRK according to its self-defensive measure.
The Panmunjom Mission of the KPA in the notice particularly emphasized the
fact that the U.S. forces side, too, is to blame for the incident.
The West Sea of Korea turned into disputed waters always fraught with the
danger of confrontation and clash between the north and the south because
of the illegal "northern limit line" unilaterally fixed by the U.S. inside
the territorial waters of the DPRK. The U.S., therefore, cannot evade the
blame for the recent shelling.
If the U.S. forces side truly desires the detente on the Korean Peninsula,
it should not thoughtlessly shelter the south Korean puppet forces but
strictly control them so that they may not commit any more adventurous
military provocations such as intruding into the waters of the DPRK side
and shelling for the purpose of defending the illegal "northern limit
line".
The prevailing situation goes to prove that it is the south Korean puppet
forces which actually violated the Armistice Agreement and it was none
other than the U.S. which sparked off the conflict in the above-said
waters.
This being a hard reality, the U.S. and the south Korean puppet forces are
foolishly contemplating an additional provocation aimed to orchestrate
another farce and charade such as the "Cheonan" case while kicking up rows
and holding confabs one after another such as the declaration of a "state
of emergency" and "a meeting of ministers in charge of security," far from

strong physical retaliatory blow if the south Korean puppet warmongers

S. Korean Puppet Group Warned Not to Do Rash Act
Pyongyang, November 26 (KCNA) -- The south Korean puppet group is now
getting hell-bent on the wholesale racket for confrontation with the DPRK
while groundlessly taking issue with the army of the DPRK over its due
punishment meted to the group for its reckless military provocation.
In this regard, a spokesman for the Committee for the Peaceful
Reunification of Korea released a statement on Friday.
The recent military provocation by the puppet group is a product of the
deliberate and premeditated plot hatched by it to save its smear
confrontational campaign from total bankruptcy, tarnish the daily rising
might of the DPRK, scuttle the efforts for improving the north-south
relations and tide over the domestic and international isolation and
crisis, it points out, and says:
The group perpetrated the recent provocation prompted by a sinister
calculation that in case the DPRK did not make any reaction it would take
it as "a tacit recognition" of the illegal "northern limit line" and make
it a fait accompli and in case the DPRK took a military
counter-action, it would use it as a pretext for kicking up anti-DPRK
smear campaign.
This notwithstanding, the chief executive of south Korea did not bother
to cry out for "much stronger punishment" while pulling up the DPRK. This
is nothing but last-ditch efforts of those who were hit hard after making
hasty provocation.
The prevailing situation clearly proves that the DPRK's warnings and
domestic and foreign concerns that the seizure of power by the Lee Myung
Bak group of conservatives would bedevil the inter-Korean relations and
lead to a war were by no means for nothing.
If the puppet group insists on confrontation with the DPRK, the DPRK
does not have any idea of dodging it at all.
It is the temperament of the DPRK to resolutely counter confrontation
with confrontation and war with war.
The army and people of the DPRK are now greatly enraged at the
provocation of the puppet group while getting fully ready to give a shower
of dreadful fire and blow up the bulwark of the enemies if they dare to
encroach again upon the DPRK's dignity and sovereignty even in the least.

Who Is to Wholly Blame for Armed Clash in West Sea of Korea, Queries KCNA
Pyongyang, November 27 (KCNA) -- The true colors of the arch criminal who orchestrated the recent military clash is being brought into bolder relief with the passage of time.
No sooner had the Yonphyong incident occurred than the U.S. announced that it would stage joint naval exercises with the south Korean puppet forces with nuclear-powered carrier George Washington involved in the West Sea of Korea as if it had been waiting for it to happen before immediately sending the carrier to the sea.
This clearly indicates that the U.S. was the arch criminal who deliberately planned the incident and wire-pulled it behind the scene.
By orchestrating the "Cheonan" warship case the U.S. realized almost all what it had planned. It could maintain its military base in Okinawa though it had been pressurized to transfer it from there and massively beef up its forces in the areas around the Korean Peninsula.
What is left unfulfilled is the plan to bring the above-said nuclear carrier to the West Sea of Korea.
The U.S. instigated the south Korean puppet forces to perpetrate an armed provocation against the territorial waters of the DPRK side from Yonphyong Island and was contemplating bringing its nuclear-powered carrier to the West Sea, availing itself of the incident, though it was compelled to cancel its plan to do so three times after its announcement.
Right after the occurrence of the military clash, the U.S. spearheaded the racket for "denouncing" the incident in unison as "a unilateral provocation" even before probing the truth about it. This proves that the U.S. had carefully worked out the scenario for the provocation in advance.
The DPRK side warned several times against the enemy's plan for shelling in the sensitive areas around Yonphyong Island and sent a telephone notice on the morning of the very day the incident occurred as part of its superhuman efforts to prevent the clash to the last moment, but the south side preempted the firing of shells into the territorial waters of the DPRK side. The enemy side, however, has kept silent about all these facts.
Moreover, it is now working hard to dramatize "civilian casualties" as part of its propaganda campaign, creating the impression that the defenceless civilians were exposed to "indiscriminate shelling" all of a sudden from the DPRK side.
If that is true, it is very regrettable but the enemy should be held responsible for the incident as it took such inhuman action as creating "a human shield" by deploying civilians around artillery positions and inside military facilities before the launch of the provocation.
The fact that there were human casualties inside the military base clearly proves itself the ulterior intention of the enemy.
The U.S. regarded the death of innocent civilians as a common practice in the past in a bid to serve its military purposes in Iraq, Afghanistan, Pakistan and other parts of the world. This inhuman atrocity of the U.S. repeated itself on the Korean Peninsula this time.
While the incident occurred, the shells indiscriminately fired by the enemy dropped in the area close to civilian houses far from the artillery positions of the Korean People's Army.
All facts go to patently prove that it was attributable to the U.S. hostile policy towards the DPRK aimed to carry out its Asian strategy for domination that an unstable state of armistice has persisted and the military tension escalated periodically over the last nearly six decades.
The U.S. has so far obstructed the solution of any issues related to peace and stability while being keen only to keep the military tension on the Korean Peninsula.
Peace and stability can never settle on the peninsula but only instability will increase in the region near Korea and the rest of the world unless the U.S. hostile policy towards the DPRK is brought to an end.
The DPRK has so far restrained itself with the maximum patience. But the enemy encroached upon the inviolable territorial waters and land of the DPRK by firing live shells in the most sensitive disputed area despite its repeated warnings.
The counter-shelling of the DPRK was a resolute and proper retaliation against the reckless military provocation of the enemy.
If the U.S. brings its carrier to the West Sea of Korea at last, no one can predict the ensuing consequences.

Korea ‘crisis’ made in Washington
Huge U.S.-south Korean military manoeuvres were the real provocation
When a “crisis” regarding Korea suddenly appears in the U.S. corporate media, their take is always that the Democratic People’s Republic of Korea (socialist north Korea) has done something totally irrational to cause it.
They totally disregard the facts of what happened and, of equal importance, what led up to it.
Yes, the DPRK shelled the island of Yeonpyeong on Nov. 23. According to south Korean officials, two of their soldiers were killed. But the shelling occurred at 2:34 p.m. Korean time. What had happened earlier?
Some 70,000 south Korean military personnel had been mobilized for war “exercises” right off the sea borderline between the north and the south — which is disputed territory. The south Koreans admit to having fired shells into waters that the DPRK considers its territory at 1:00 p.m. — more than an hour before the north’s response.
If south Korea, and its huge sponsor, the U.S., had wanted to avoid confrontation with the DPRK, would they have fired shells into a disputed area? Especially since the DPRK had already declared that the military maneuvers were “simulating an invasion of the north”?
The provocation comes from the U.S. and the right-wing south Korean regime, not the DPRK.
This 70,000-troop military “exercise” by the south Korean regime is scheduled to continue until Nov. 30. Although the U.S. officially denies being part of it, CNN.com on Nov. 23 reported that “Some U.S. forces had been helping the South Koreans in a military training exercise, but were not in the shelled area.” Right. They were part of the provocation but stayed out of range.
In fact, the south Korean military is deeply integrated with the U.S. Pentagon. In July, the two countries held joint “exercises” in the same waters, off the west coast of the Korean Peninsula. The maneuvers involved 200 aircraft and 20 ships, including the nuclear-powered aircraft carrier the USS George Washington.
The imperialist media today are saying that the DPRK’s “belligerence” is trying the patience of China. China has been an ally of the DPRK since 1950, when U.S. forces invaded north Korea, bombed all its cities, and threatened the new revolutionary government of China with nuclear war.
But while China is seeking a peaceful solution to the present crisis, there can be no doubt that it sees U.S. belligerence toward the DPRK as a threat to its own peaceful development.
Li Jie, a researcher with the Chinese navy’s military academy, wrote on July 12 in China Daily about the U.S.-south Korean “exercises” scheduled for later that month:
“A joint drill with the ROK [south Korea] in the key waters off its Asian military bases will help the U.S. realize multiple strategic goals in the Asia-Pacific region,” said Li.
“First, the drill will help the U.S. maintain high-pressure against what it calls a restive DPRK regime. It is also believed to be an explicit indication of the U.S. stance that the world’s sole superpower would stand firmly behind the ROK and Japan in case of a military conflict between Pyongyang and Washington’s two traditional Asian allies.
“In addition, a well-deliberated military exercise in the Yellow Sea will also help the U.S. collect geographic and military information about some Asian countries [especially China-d.g.] bordering the vast waters.
“General Ma Xiaotian, deputy chief of general staff of the People’s Liberation Army, has expressed ‘firm opposition’ to the scheduled U.S.-ROK military maneuver.”
But the maneuvers took place anyway.
There is nothing “irrational” in either the response of the DPRK or the worries of the Chinese military. U.S. imperialism waged a horrendous war against the Korean Revolution from 1950 to 1953, one that resulted in millions of deaths. It has occupied south Korea ever since, with a force that still numbers almost 30,000. It has refused to even discuss a peace treaty to formally end that war.
Should it be surprising, then, that the DPRK knows it has to be ready at any time to repel another invasion?
Is it surprising that the leaders in China are alarmed when U.S. imperialism, while making money off investments and trade there, nevertheless tries to encircle it militarily?
Instead of putting out anti-DPRK propaganda in the guise of psycho-analyzing its leaders, why don’t the media ask why the U.S. leaders do what they do? Why have they maintained a hostile policy against the DPRK for more than 60 years, ever since its anti-colonial and anti-capitalist revolution? Why won’t they sign a peace treaty with the DPRK so that the Korean people can work for real disarmament and reunification?
But that would be to acknowledge that the U.S. is ruled by a class of billionaires that has fattened itself on war and exploitation all over the world and has a long history of creating excuses for the bloody expansion of its imperial reach. The media has been part of this inglorious history, ever since the Hearst papers invented an excuse for invading Cuba in 1898.
Let’s not fall for another “Bay of Tonkin” or “weapons of mass destruction” lie. The enemy of the working class is right here, in the board rooms and banks of U.S. capitalism, that are destroying everything the people have won over generations of struggle and hard work.
No aggression against socialist Korea! Lift the sanctions and bring U.S. troops home!

The UK Korean Friendship Association today issued the following
statement.We note with great concern as friends of Korea the serious
situation that has arisen as a result of the south Korean puppet

The grave situaton is entirely due to the US imperialists and the south
Korean puppets.The news agency Reuters has quoted south Korea as saying
that it did indeed "test fire" before the Korean Peoples Army of the DPRK
launched a retaliatory artillery barrage,this is an admission of
provocation.Any firing in a disputed area at a time of high tension will
invietably be treated as hostile and due countermeasures taken.
The DPRK does not recognise the so called northern limit arbitarily
imposed by the US and south Korean side without agreement from the
DPRK.The island of Yongphyong is actually inside DPRK territory but south
Korea and the US have bases illegally on the island.This is a military
base area so it is unlikely that there are civilians there.The "Hoguk"
exercise was and is an illegal infringement of the DPRK's sovereignity
which the DPRK demanded to be cancelled and our UK KFA also called so be
cancelled.The "Hoguk" exercise was the latest in a series of US and south
Korean military exercises held in Korea.The KPA had repeatedly warned on
many occasions that any provocation

KPA Supreme Command Issues Communique
Pyongyang, November 23 (KCNA) -- The Supreme Command of the Korean
People's Army Tuesday released the following communique:
The south Korean puppet group perpetrated such reckless military
provocation as firing dozens of shells inside the territorial waters of
the DPRK side around Yonphyong Islet in the West Sea of Korea from 13:00
on Nov. 23 despite the repeated warnings of the DPRK while staging the war
maneuvers for a war of aggression on it codenamed Hoguk, escalating the
tension on the Korean Peninsula.
The above-said military provocation is part of its sinister attempt to
defend the brigandish "northern limit line," while frequently infiltrating
its naval warships into the territorial waters of the DPRK side under the
pretext of "intercepting fishing boats."
The revolutionary armed forces of the DPRK standing guard over the
inviolable territorial waters of the country took such decisive military
step as reacting to the military provocation of the puppet group with a
prompt powerful physical strike.
It is a traditional mode of counter-action of the army of the DPRK to
counter the firing of the provocateurs with merciless strikes.
Should the south Korean puppet group dare intrude into the territorial
waters of the DPRK even 0.001 mm, the revolutionary armed forces of the
DPRK will unhesitatingly continue taking merciless military
counter-actions against it.
It should bear in mind the solemn warning of the revolutionary armed
forces of the DPRK that they do not make an empty talk.
There is in the West Sea of Korea only the maritime military demarcation
line set by the DPRK
Statement Released by Spokesman of DPRK Foreign Ministry
Pyongyang, November 24 (KCNA) -- A spokesman for the DPRK Foreign Ministry
Wednesday issued the following statement:
As already reported by the Supreme Command of the KPA, the revolutionary
armed forces of the DPRK on Nov. 23 took a decisive self-defensive measure
to cope with the enemy's reckless military provocation of firing shells
inside the territorial waters of the DPRK side around Yonphyong Islet in
the West Sea of Korea.
The army of the DPRK warned several times that if even a single shell of
the enemy is fired inside the territorial waters of the DPRK, it will take
a prompt retaliatory strike in connection with the live shell firing drill
they planned to stage from Yonphyong Islet while conducting the ill-famed
war maneuvers for a war of aggression against the DPRK codenamed Hoguk.
At 8:00 a.m. on Nov. 23, the very day the incident occurred, the head of
the delegation of the DPRK side to the inter-Korean military talks sent a
telephone message to the head of the delegation of the enemy side once
again strongly urging it to cancel the plan for staging the above-said
firing drill in the waters around the islet, the sensitive waters.
This notwithstanding, the enemy committed such an extremely reckless
military provocation as firing dozens of shells from the islet inside the
territorial waters of the DPRK side from around 13:00.
The enemy fired shells from the islet which is so close to the territory
of the DPRK that it is within each other's eyeshot despite the fact that
there are so many mountains and rivers, sea waters and islets in south
Korea. This powder-reeking saber-rattling cannot be construed otherwise
than a politically motivated provocation.
The enemy is claiming that they fired shells southward from the islet in a
bid not to get on the nerves of the DPRK but Yonphyong Islet is located
deep inside the territorial waters of the DPRK away from the maritime
military demarcation line. If live shells are fired from the islet, they
are bound to drop inside the territorial waters of the DPRK side no matter
in which direction they are fired because of such geographical features.
The ulterior aim sought by the enemy is to create the impression that the
DPRK side recognized the waters off the islet as their "territorial
waters", in case that there was no physical counter-action on the part of
the former.
Herein lies the crafty and vicious nature of the enemy's provocation.
The army of the DPRK took such a self-defensive measure as making a prompt
powerful strike at the artillery positions from which the enemy fired the
shells as it does not make an empty talk.
This incident is one more dangerous development which took place because
of the illegal "northern limit line" unilaterally fixed by Clark, UN
forces commander, as he pleased on Aug. 30, 1953 after the conclusion of
the Korean Armistice Agreement.
The U.S., its followers and some bosses of international bodies should
drop such bad habit as thoughtlessly accusing somebody before learning
about the truth about the incident.
If they shield south Korea, the criminal, without principle, just for
being their ally, this is little short of feeding oil to the fire.
The DPRK that sets store by the peace and stability of the Korean
Peninsula is now exercising superhuman self-control but the artillery
pieces of the army of the DPRK, the defender of justice, remain ready to
fire.
Panmunjom Mission of KPA Sends Notice to U.S. Forces Side
Pyongyang, November 25 (KCNA) -- As already reported, the south Korean
puppet war-like forces Tuesday committed another grave military
provocation such as firing shells into the territorial waters of the DPRK
side in the West Sea of Korea.
The revolutionary armed forces of the DPRK took a prompt and resolute
physical counter-action against the provocateurs who dared fire even
shells into the territorial waters of the DPRK side while staging the
maneuvers for a war of aggression against it codenamed Hoguk.
This once again confirmed the unshakable stand of the army of the DPRK not
to allow even in the least anyone to encroach upon its inviolable
territorial waters.
There came from the U.S. forces side a notice blaming the DPRK under the
absurd charge that the recent shelling took place in the area under its
military control and it was a "violation of the Armistice Agreement."
The Panmunjom Mission of the Korean People's Army today sent the following
notice to the U.S. forces side in connection with its attempt to
misrepresent the incident, while thoughtlessly shielding the south Korean
puppet forces who dared make a preempt shelling at the DPRK:
The south Korean puppet warmongers' firing of shells into the territorial
waters of the DPRK side in the West Sea of Korea on Nov. 23 was a
premeditated and deliberate military provocation from A to Z and a war
action in fact.
On Nov. 22, the south Korean puppet forces made no scruple of announcing
that they would fire shells into the territorial waters of the DPRK side
with artillery pieces they deployed on Yonphyong Island while staging
Hoguk exercises for a war of aggression against the DPRK, straining the
situation on the Korean Peninsula.
In this connection the DPRK side sent a telephone notice to the south
Korean puppet military at 8 a.m. on Nov. 23, strongly urging it to
immediately cancel the plan for firing shells into the territorial waters
of the DPRK side. In the notice the DPRK side seriously warned that if it
paid no heed to this demand, it would face a resolute physical
counter-strike and would be held fully responsible for all the ensuing
consequences.
The south Korean puppet forces, obsessed by hysteria for invasion of the
DPRK, committed such reckless military provocation as preempting the
firing of shells into the territorial waters of the DPRK side in the West
Sea of Korea by mobilizing artillery pieces deployed on Yonphyong Island,
defying the repeated efforts made by the DPRK to prevent military
conflicts and preserve peace and stability in the said waters.
The island, therefore, played the role of an outpost from which a military
provocation was perpetrated against the DPRK and it deserved punishment
meted out by the army of the DPRK according to its self-defensive measure.
The Panmunjom Mission of the KPA in the notice particularly emphasized the
fact that the U.S. forces side, too, is to blame for the incident.
The West Sea of Korea turned into disputed waters always fraught with the
danger of confrontation and clash between the north and the south because
of the illegal "northern limit line" unilaterally fixed by the U.S. inside
the territorial waters of the DPRK. The U.S., therefore, cannot evade the
blame for the recent shelling.
If the U.S. forces side truly desires the detente on the Korean Peninsula,
it should not thoughtlessly shelter the south Korean puppet forces but
strictly control them so that they may not commit any more adventurous
military provocations such as intruding into the waters of the DPRK side
and shelling for the purpose of defending the illegal "northern limit
line".
The prevailing situation goes to prove that it is the south Korean puppet
forces which actually violated the Armistice Agreement and it was none
other than the U.S. which sparked off the conflict in the above-said
waters.
This being a hard reality, the U.S. and the south Korean puppet forces are
foolishly contemplating an additional provocation aimed to orchestrate
another farce and charade such as the "Cheonan" case while kicking up rows
and holding confabs one after another such as the declaration of a "state
of emergency" and "a meeting of ministers in charge of security," far from
drawing due lesson from the recent shelling.
The Korean People's Army will deal without hesitation the second and third
strong physical retaliatory blow if the south Korean puppet warmongers
commit another reckless military provocation out of all reason.
The U.S. would be well advised to drop its inveterate bad habit of pulling
up others, falsifying the truth about the situation.
S. Korean Puppet Group Warned Not to Do Rash Act
Pyongyang, November 26 (KCNA) -- The south Korean puppet group is now
getting hell-bent on the wholesale racket for confrontation with the DPRK
while groundlessly taking issue with the army of the DPRK over its due
punishment meted to the group for its reckless military provocation.
In this regard, a spokesman for the Committee for the Peaceful
Reunification of Korea released a statement on Friday.
The recent military provocation by the puppet group is a product of the
deliberate and premeditated plot hatched by it to save its smear
confrontational campaign from total bankruptcy, tarnish the daily rising
might of the DPRK, scuttle the efforts for improving the north-south
relations and tide over the domestic and international isolation and
crisis, it points out, and says:
The group perpetrated the recent provocation prompted by a sinister
calculation that in case the DPRK did not make any reaction it would take
it as "a tacit recognition" of the illegal "northern limit line" and make
it a fait accompli and in case the DPRK took a military
counter-action, it would use it as a pretext for kicking up anti-DPRK
smear campaign.
This notwithstanding, the chief executive of south Korea did not bother
to cry out for "much stronger punishment" while pulling up the DPRK. This
is nothing but last-ditch efforts of those who were hit hard after making
hasty provocation.
The prevailing situation clearly proves that the DPRK's warnings and
domestic and foreign concerns that the seizure of power by the Lee Myung
Bak group of conservatives would bedevil the inter-Korean relations and
lead to a war were by no means for nothing.
If the puppet group insists on confrontation with the DPRK, the DPRK
does not have any idea of dodging it at all.
It is the temperament of the DPRK to resolutely counter confrontation
with confrontation and war with war.
The army and people of the DPRK are now greatly enraged at the
provocation of the puppet group while getting fully ready to give a shower
of dreadful fire and blow up the bulwark of the enemies if they dare to
encroach again upon the DPRK's dignity and sovereignty even in the least.
The group should not run amuck, clearly understanding the will and
mettle of the highly alerted army and people of the DPRK to wipe out the
enemies.

Who Is to Wholly Blame for Armed Clash in West Sea of Korea, Queries KCNA
Pyongyang, November 27 (KCNA) -- The true colors of the arch criminal who orchestrated the recent military clash is being brought into bolder relief with the passage of time.
No sooner had the Yonphyong incident occurred than the U.S. announced that it would stage joint naval exercises with the south Korean puppet forces with nuclear-powered carrier George Washington involved in the West Sea of Korea as if it had been waiting for it to happen before immediately sending the carrier to the sea.
This clearly indicates that the U.S. was the arch criminal who deliberately planned the incident and wire-pulled it behind the scene.
By orchestrating the "Cheonan" warship case the U.S. realized almost all what it had planned. It could maintain its military base in Okinawa though it had been pressurized to transfer it from there and massively beef up its forces in the areas around the Korean Peninsula.
What is left unfulfilled is the plan to bring the above-said nuclear carrier to the West Sea of Korea.
The U.S. instigated the south Korean puppet forces to perpetrate an armed provocation against the territorial waters of the DPRK side from Yonphyong Island and was contemplating bringing its nuclear-powered carrier to the West Sea, availing itself of the incident, though it was compelled to cancel its plan to do so three times after its announcement.
Right after the occurrence of the military clash, the U.S. spearheaded the racket for "denouncing" the incident in unison as "a unilateral provocation" even before probing the truth about it. This proves that the U.S. had carefully worked out the scenario for the provocation in advance.
The DPRK side warned several times against the enemy's plan for shelling in the sensitive areas around Yonphyong Island and sent a telephone notice on the morning of the very day the incident occurred as part of its superhuman efforts to prevent the clash to the last moment, but the south side preempted the firing of shells into the territorial waters of the DPRK side. The enemy side, however, has kept silent about all these facts.
Moreover, it is now working hard to dramatize "civilian casualties" as part of its propaganda campaign, creating the impression that the defenceless civilians were exposed to "indiscriminate shelling" all of a sudden from the DPRK side.
If that is true, it is very regrettable but the enemy should be held responsible for the incident as it took such inhuman action as creating "a human shield" by deploying civilians around artillery positions and inside military facilities before the launch of the provocation.
The fact that there were human casualties inside the military base clearly proves itself the ulterior intention of the enemy.
The U.S. regarded the death of innocent civilians as a common practice in the past in a bid to serve its military purposes in Iraq, Afghanistan, Pakistan and other parts of the world. This inhuman atrocity of the U.S. repeated itself on the Korean Peninsula this time.
While the incident occurred, the shells indiscriminately fired by the enemy dropped in the area close to civilian houses far from the artillery positions of the Korean People's Army.
All facts go to patently prove that it was attributable to the U.S. hostile policy towards the DPRK aimed to carry out its Asian strategy for domination that an unstable state of armistice has persisted and the military tension escalated periodically over the last nearly six decades.
The U.S. has so far obstructed the solution of any issues related to peace and stability while being keen only to keep the military tension on the Korean Peninsula.
Peace and stability can never settle on the peninsula but only instability will increase in the region near Korea and the rest of the world unless the U.S. hostile policy towards the DPRK is brought to an end.
The DPRK has so far restrained itself with the maximum patience. But the enemy encroached upon the inviolable territorial waters and land of the DPRK by firing live shells in the most sensitive disputed area despite its repeated warnings.
The counter-shelling of the DPRK was a resolute and proper retaliation against the reckless military provocation of the enemy.
If the U.S. brings its carrier to the West Sea of Korea at last, no one can predict the ensuing consequences.
